This position is located in the Monitoring and Data Analysis Section (MDA), International Data Centre Division (IDC).Under the supervision of the Director, International Data Centre Division (IDC), to:

Responsibilities:

  • Provide overall strategic direction to the Section, setting goals and objectives aligned with organizational priorities.
  • Lead the Section, proactively managing and directing human resources, including coaching, mentoring, and supervising staff. Foster a culture of trust and high performance, supporting staff to achieve exceptional results. Participate in the recruitment of staff and the development of relevant staff training programmes
  • Plan, manage, and oversee the work of the Section to ensure the timely generation of standard IDC products using interactive analysis of automatic processing results for waveform and radionuclide technologies.
  • Review and monitor the efficiency of operating schedules and procedures for interactive analysis to optimize the production of IDC reviewed products.
  • Lead the development, review, and evaluation of recommendations to enhance procedures in interactive analysis, maintaining high-quality IDC products.
  • Ensure the evaluation of data from IMS stations in coordination with other relevant sections of the IMS and IDC Divisions as part of station testing. Coordinate with cross-functional teams to ensure data integrity and reliability across all IMS stations.
  • Lead the development and delivery of high-quality training materials and comprehensive technical assistance related to IMS data analysis to States Signatories, in collaboration with other relevant sections to ensure that the training and assistance are aligned with organizational goals.
  • Review, monitor and measure the impact of the production of automatic and reviewed IDC products, to ensure the needs of States Signatories are appropriately addressed. Continuously improve processes and procedures based on feedback and requirements.
  • Plan and define strategies in support of the testing, evaluation and enhancement of IDC application software related to the processing of data from all technologies, in coordination with other sections as required.
  • Provide expert advice to the IDC Director, on all operational and strategic planning and implementation matters related to IDC products and associated technologies and services to States Signatories.
  • Stay abreast of trends and advancements in data analysis and monitoring technologies of the CTBT.
  • Manage the Section’s financial and other resources in accordance with the Rules and Regulations of the Preparatory Commission while ensuring fiscal and resource allocation are aligned with strategic goals.
  • Perform other duties as assigned.

Requirements:

  • Advanced university degree in physics, geophysics, acoustics or a related field;
  • Work Experience and Qualifications
  • At least 10 years’ relevant progressively responsible working experience in the field of analysis of seismic, acoustic or radionuclide data, part of which should have been in an international environment;
  • At least five years in a managerial position, with proven ability to manage resources and multi-cultural and multilingual teams in a dynamic and complex environment;
  • Strong ability to communicate effectively in a multicultural environment;
  • Demonstrated ability to deal with complex issues with diplomacy, tact and excellent judgement is essential;
  • Track record of building productive partnerships internally and externally is essential;
  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
