Job Description

Duties and Responsibilities

Under the general supervision of the UNDP Resident Representative and the direct supervision of the UNDP Resident Representative in charge of the Program, and in close collaboration with the Head of the Policy and Strategy Unit (UPS), the Monitoring and Evaluation Specialist ensures the implementation of the Integrated Monitoring and Evaluation Plan (PISE). As such, she / he will oversee the development of tools and coordinate the work of the various actors (program specialists, program analysts, project coordinators, PMSUs, etc.) involved in the monitoring and evaluation of the CPD in accordance with the directives of the UNDP in this area. This function will be extended to the monitoring of CCDD performance indicators and Country Office performance evaluation indicators.

Based on these guidelines, the Monitoring and Evaluation Specialist will have the following responsibilities:

  • Design, organize and coordinate an operational monitoring-evaluation system based on results-based management, including guides and tools for collecting / processing basic data, with a view to a systematic analysis of progress towards achievement expected results of the CPD;
  • Support the systematic collection of data taking into account the targets of the SDG indicators, in particular those relating to gender, ensure their analysis and bring out the evidence in relation to the Monitoring and Evaluation Working Group of the CCDD;
  • Include this approach in the more global framework of monitoring and evaluation of the effects of the PND to which the UNDP contributes under the CPU;
  • Develop an integrated plan for monitoring project / program activities and evaluating results;
  • Ensure the quality of project / program formulation by ensuring in particular compliance with the CPD theory of change during the development of the results framework and its indicators;
  • Participate in the steering committees of UNDP projects and support programs;
  • Collaborate with other actors (program specialists, program analysts, gender focal point and coordinators, national / international partners, etc.) in the collection and analysis of performance indicator data for CPD projects / programs;
  • Process the quality review of CPD and project data and periodic reporting in computerized internal management systems;
  • Coordinate annual CPD reviews and mid-term and final evaluations of UNDP projects / programs as well as supervision field visits;
  • Produce annually a complete report of disaggregated indicators integrating gender in order to allow project / program coordinators to adjust their activities according to the degree of achievement of the CPD targets;
  • Ensure, in relation with the PMSU, the monitoring of Country Office performance evaluation indicators (quality of financial data, financial controls, financial viability, financial performance of the program, HACT and Audit);
  • Ensure the coordination of the follow-up of the implementation of the recommendations of the various monitoring and evaluation activities concerning the PCD;
  • Participate in the preparation of mandatory reports (ROAR, Annual Report, Evaluations ...), in the documentation of the evidence and in the compliance of the implementation of the interventions with the theory of change of the PCD and the principles of the SDGs, and finally to use of advances and lessons learned in Country Office communication;
  • Promote the exchange of information on the results of monitoring and evaluation as well as on good practices detected in the context of the implementation of CPD projects / programs;
  • Support the capacity building of actors involved in the monitoring and evaluation of CPD projects / programs by promoting the standards retained by the UNDP and quality assurance;
  • Accomplish any other task or mission that may be entrusted to him by his line supervisor.

Required Skills and Experience

Education:      

  • Advanced university degree (masters / masters and above) in economics, social sciences, international relations, or other similar qualification meeting the requirements of the position

Experience :     

  • Five (5) years of relevant professional experience in monitoring and evaluation of development programs;
  • Proven skills in results-based management, and in particular in relation to the establishment of monitoring and evaluation systems and the use of performance indicators;
  • Operational experience in the formulation of strategic documents, qualitative-quantitative analysis and gender mainstreaming in the monitoring and evaluation of development programs / projects;
  • Experience in operating or / and setting up a computerized monitoring-evaluation system;
  • Experience in conducting evaluations and impact studies;
  • Good writing and synthesis skills;
  • Proven ability to interact with actors external to UNDP, in particular line ministry officials, development partners, civil society organizations and the private sector;
  • Ability to work under pressure in a multicultural environment;
  • Ability to negotiate and communicate;
  • Ability to work under minimal supervision and take initiative;
  • Ability to work in a team.

Languages ​​:          

  • An excellent command of the French language is required. A good knowledge of written and spoken English would be considered an advantage.
