Job Description

Role and responsibilities

The objective of the M&E Officer position is to coordinate monitoring and evaluation activities in the region of assignment according to quality standards, whether at the level of results monitoring missions, lessons learned; and improving existing approaches.

General Responsibilities:

  • Develop the monitoring-evaluation work plan for the region of assignment
  • In collaboration with the coordinator, contribute to the establishment of project / program monitoring mechanisms to measure the relevance, quality and transparency of NRC interventions in the region of assignment
  • Train and strengthen the capacity of program and monitoring-evaluation staff, interviewers and supervisors on conceptual and technical aspects of monitoring-evaluation;
  • Participate in the implementation of an approach to strengthen the quality of monitoring and evaluation and to change the culture towards better capitalization of knowledge
  • Participate in the design, improvement and harmonization of data collection tools and methodological approaches
  • Participate in project opening meetings, project review meetings and project closure meetings in the region of assignment

Specific responsibilities:

  • Follow up on a daily basis, control quality, provide feedback to the teams of investigators and supervisors (through the M&E assistant) on the data submitted to the server during the follow-up surveys of the results of the projects on ground
  • Analyze data from monitoring surveys of project results, prepare monitoring reports according to established guidelines and ensure the dissemination of results at the level of the region of assignment
  • Make sure to carry out analyzes disaggregated by sex, travel status, locality / site as a priority, and by age (age group), family size, vulnerability and other relevant criteria second when drafting the monitoring reports. monitoring of project results
  • Collaborate closely with PC / PM / PDM and program database managers in the implementation of surveys, evaluations, reviews, training, analysis, reports, capitalization meetings and formulation of relevant recommendations
  • Ensure the respect of quality criteria in this case the respect of gender quotas within the teams of investigators and supervisors (at least 2 out of 5 for each sex)
  • Contribute to the organization of missions and surveys, including basic and final surveys with regard to the design of tools, questionnaires, analysis, report as well as the logistics, HR and financial organization
  • Make ad hoc field missions to ensure understanding of the context of interventions, mentoring and supervision of teams of investigators and supervisors
  • Ensure that data collection teams have access to up-to-date tools, methodologies, training modules, studies, technical documents and other information
  • Contribute to the implementation of NRC accountability principles through the contribution to the establishment and monitoring of community exchange and information mechanisms (MEIC) in collaboration with the MEIC coordinator
  • Provide regular updates (reports) on the progress of the implementation of monitoring and evaluation activities in the intervention region
