The Monitoring Assistant play a key role both in quality monitoring and in facilitating utilization of monitoring data. This position reports to M&E Officer in Hargeisa area offices, the Monitoring Assistant will also be involved in evidence generation activities and take part in other activities aligned with the area offices and CO’s PMLE priorities.

Responsibilities:

  • Actively take part in reflection sessions with other monitors and programme colleagues to facilitate interpretation of monitoring data and identify adaptations to be made in activity designs and implementation
  • Contribute to the analytical process of the data collected from various sources.
  • Assist in the drafting of area level monitoring reports and related reports.
  • Support the AO/FO M&E lead in ensuring that monitoring/CFM findings from previous reports are followed up, recommendations implemented, and actions are taken.
  • Assist in timely and quality analysis and drafting of area level reports.
  • Active engagement in the revision of monitoring tools. This includes, and is not limited to, proposing revisions to be made based on your experience in the field, taking part in discussions related to those revisions, reviewing revised tools, and taking part in piloting revised monitoring tools.
  • Ensure quality data collection and recording during onsite process monitoring, outcome monitoring, process PDMs (remote and on-site), target monitoring, etc.
  • Timely, accurate, and comprehensive reporting of process monitoring findings through back-to-office-reports (BToRs).
  • Take part and provide inputs during monitoring data cleaning process.
  • Actively take part in debrief meetings after monitoring activities to discuss recommendations, areas of improvement, and actions for subsequent monitoring activities.
  • Follow up on third-party monitors’ data collection and provide guidance to third-party monitors as required.
  • Review CP reports/checklists and check for consistency and quality.
  • Follow up with programme focal points and other colleagues in addressing complaints received from the people that we serve. This include complains received through different channels such as hotline (‘call centre’) and field monitoring.
  • Support downstream accountability to the people that we serve through monitoring activities as well as following up on grievances, suggestions, etc.
  • Support in providing first-line engagement with CPs and local government authorities and structures.
  • Support in WFP’s community engagement efforts by providing needed information to the people that we serve either as part of field monitoring activities or other related activities
  • Represent the AO in both internal and external forums, meetings (especially at field level), as requested.
  • Identify issues and, when possible, resolve issues at field level and inform the AO/FO PMLE lead.
  • Interview and gather feedback and complaints from the people that we serve so as to improve program quality.
  • Identify and report on any operational issues at field level that may hamper WFP’s operations, regardless of whether those issues are included in monitoring checklists.

Education: 

Completion of Secondary school education Or University degree (Diploma/Bachelors) in Statistics, Economics, Mathematics, Data Science, Anthropology, Psychology or any other related field. 

Work Experience:

At least 4 years of experience including minimum of two years of experience in the field of statistics, IDPs, refugee operation or programme related.

Skills:

  • General knowledge of humanitarian and development work in Somalia.
  • Excellent soft skills including, but not limited to, communication skills, observation skills, listening skills, etc.
  • Analytical skills including deductive and inductive reasoning, thematic reasoning, pattern analysis, etc.
  • Able to effectively use different computer applications including Microsoft applications (Word, Excel, PowerPoint, Outlook etc.)
  • Experience in field data collection (including electronic data collection) and engagement with communities.
  • Data management experience.

Languages:

Fluency in both written and spoken English and Somali is a requirement.
