National Consultant Programme Assistant

The Program Assistant will work under the overall supervision of the Assistant Representative and the direct supervision of the CSE Coordinator. He/she will also work in coordination with the Sexual and Reproductive Health, Population and Development, Gender, Humanitarian, Field, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams to ensure alignment with the 9th CP outcomes, outputs, and timeline.

Responsibilities:

  • Assist in the formulation of Work Plans and other UNFPA programming and reporting documents, including the review of Quarterly Work Plan Progress Reports and financial reports submitted by the implementing partners.
  • Implement corporate systems and applications in support of finance and country office and partner operations, and train implementing partners staff in the use of these corporate systems.
  • Assist in the preparation of the programme budget, ensure financial transactions are in accordance with UNFPA financial rules and procedures, and support the monitoring of programme financial performance of UNFPA.
  • Execution budget by providing necessary financial information and analysis through conduct of Periodic Review of the Budgetary and Administrative requirements of the programme for the implementation period.
  • Raise requisition in Quantum for processing of payments to vendors/suppliers and effect timely closure of all unwanted requisitions.
  • Assist in preparing travel-related documents of unit programme team members as well as ensuring back to office travel documents are submitted and settled in a timely manner.
  • Draft and review routine correspondence and documents and make follow-ups.
  • Provide administrative support in organizing, arranging, and coordinating various meetings and/or events of the unit.
  • Maintain and keep programme implementation-related files such as directories, reports, liquidations, inventories and update records in prescribed format for subsequent use.
  • Maintain and keep current registers and control plans on the status of projects at the formulation, implementation and operational stages.
  • Perform other duties as assigned by the supervisor.

Education:  

Secondary Education with five (5) years of work experience OR Bachelor’s degree with four years of relevant work experience.

Work Experience: 

  • Relevant experience in administration, finance and project management.
  • Experience in budget preparations and monitoring will be an advantage.
  • Proficiency in MS Excel, Word, Powerpoint and other relevant computer applications.
  • Satisfactory writing and communication skills.
  • Ability to organize work effectively and to meet planned deadlines.
  • Ability to work harmoniously with persons of different backgrounds in multicultural environment.
  • Experience in working with government and non-governmental organizations.
  • Familiarity with UN policies and principles will be an advantage.

Languages:

Fluency in English and Filipino.
