National Programme Support Officer

The National Programme Support Officer will, as delegated by the GPSO and in close coordination with the GTUs, have the following functions: support to liaison and resource mobilization, EU compliance, and project review. The GPSU provides analysis on EU external policies, funding, priorities, and developments to colleagues within the GO in Brussels, particularly to GTUs, EU Legal Compliance, and EU Financial Compliance colleagues, as well as to colleagues in HQ, ROs, and COs. In addition, and in close coordination with the GTUs.

Responsibilities:

  • Monitoring: Coordinate the monitoring and analyses of developments in the regions under responsibility , policy relating to migration in external action, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies, and coordinate the analysis of these developments and positions with GTUs, ROs, COs, and HQ as relevant. 
  • Liaison and Engagement: As delegated by the GPSO and/or the Head of the EU Policy and Programme Support Division, and in close coordination with relevant GTUs, represents IOM and act as a focal point for liaison with external EU partners.
  • Strategic Planning: Coordinate and support the development, and implementation of strategic plans with GTUs, ROs, COs, and HQ as relevant.
  • Coordination: Coordinate with GTUs, Legal Compliance, and Financial Compliance Teams on emerging opportunities, risks, and challenges related to EU policy and funding, links between geographic areas and opportunities to mainstream crosscutting issues.
  • Capacity Building: As delegated by the GPSO, coordinate the development of and conduct capacity building initiatives for ROs and COs staff on EU engagement, advocacy, priorities, and fundraising as well as project development, implementation, reporting, and compliance for EU-funded programming.
  • Donor Compliance: Coordinate with  the GPSO strategic and geographic guidance to GTUs, ROs, and COs on EU policies, priorities, and strategies to enhance programming.
  • Programmatic Review: Act as secondary reviewer for EU-funded projects and reports, in both centralised and decentralised funding models, as well as direct and indirect funding in coordination with GTUs, Legal and Financial Compliance teams, and the Media and Communications Unit in GO Brussels. 
  • Resource Mobilization and Funding: Coordinate  the mapping and monitoring of EU funding instruments to share opportunities and calls for proposals to GTUs, ROs, and COs. Provide support to GTUs, ROs, and COs in negotiations with EU donors. 
  • Programmatic Monitoring: Coordinate COs and ROs in follow-up on EU-funded projects in coordination with the GTS. Flag emerging challenges, trends, opportunities, and risks to the Global or RO Directors, Chiefs of Mission (COMs), RTS, and/or HQ as needed. Support COs with course correction as deemed appropriate.
  • Knowledge Management: Contribute to knowledge sharing platforms and disseminate innovative and best practices for EU funding, advocacy, and engagement externally and internally. In addition coordinate the collection and dissemination of information and updates to COs, ROs, and HQ on EU policy, decisions, funding, priorities, opportunities, and interests through internal positioning papers and analysis.  
  • Learning: Gather, disseminate, and support the implementation of best practices and lessons learned from evaluations, audits, and implementation of EU-funded programmes. 
  • Supervise and provide technical support and guidance to relevant GPSU staff.
  • Perform any other duties as may be assigned.

Education:

  • Master's degree in International Relations, Political Science, Social Science or a related field from an accredited academic institution with five years of relevant professional experience.
  • ​Bachelor's degree in the above with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

 Work Experience:

  • ​​Demonstrated expertise and experience in project development and management, thematic capacity building, policy, and liaison in relation to EU policies and frameworks. 
  • ​Experience in working in various contexts and in leading teams and projects.   
  • ​Experience in capacity development on complex programme development and implementation, including budget management. 
  • ​Proven experience in liaising with governmental and diplomatic officials, as well as with EU Institutions, Bodies, Agencies and/or Delegations, national and international institutions and organizations, civil society and private sector actors.
  • ​​Experience working in an international organization, United Nations, or an EU Institution, Body, or Agency.
  • Track record in donor liaison and engagement for policy, advocacy and resource mobilization purposes, if in the EU context an advantage.

Skills:

  • Ability to understand complex contexts and fast-changing migration and displacement dynamics and ability to frame them in their regional, global, and political contexts. 
  • ​​Proven track record of successful engagement with EU donors and ensuring convergence of EU policies and frameworks and IOM operations.  
  • Sound knowledge of the EU and its structures. 
  • ​​Demonstrated ability to effectively lead and manage a diverse team of specialists. 
  • ​​Strong analytical skills combined with the ability to effectively summarize, present, and communicate findings. 
  • Knowledge of relevant international standards and classifications. 
  • ​​Excellent writing and presenting skills. 
  • Proven agent of change or willingness to foster a culture of learning and knowledge management

Languages:

  • Fluency in English is required.
  • Working knowledge of French or Spanish is desirable.
  • IOM’s official languages are English, French and Spanish.
