Under the responsibility of the Environment Program Officer, and in close collaboration with the National Project Director, the National Coordinator will be responsible for the efficient and effective implementation of the project.
In particular, the National Coordinator will have the following tasks:
Provide guidance and advice to the project team and the various implementing partners;
Identify and obtain any support and advice required for the management, planning and control of the project;
Take responsibility for the administration of the project;
Plan project activities and monitor progress against the results framework and approved annual work plan;
Mobilize staff, goods and services, organize training, including drafting terms of reference and technical specifications;
Produce and present in a timely manner the Project Inception Report, Implementation Review Reports / Annual Project Report (PIR / APR), Technical Reports, Quarterly Financial Reports, and other reports as may be required by UNDP, GCF, and others;
Manage and monitor the project risks initially identified and submit new risks to the project steering committee for review and decision on possible actions if necessary;
Capitalize on the lessons learned during the implementation of the project;
Ensure that the final evaluation process is undertaken in accordance with UNDP guidelines, and submit the final evaluation report to the Project Steering Committee;
Provide technical support to the National Environment Department, focal points and existing ad hoc committees;
Execute the NAP process and ensure its national and local ownership through capacity building activities related to climate finance;
Oversee the institutional framework for planning, budgeting and mainstreaming climate change adaptation into national, sectoral and regional processes;
Oversee the prioritization of national and sectoral adaptation actions aligned with strategic documents and the preparation of guidelines on the integration of CC at the local level;
Support the establishment and maintenance of close links with the relevant sectoral government institutions, UNDP, NGOs, civil society, international organizations and project implementation partners;
Ensure synergy between the different operational actors involved in the project intervention area;
Organize meetings of the technical committee and the project steering committee and prepare reports;
Participate in the organization of UNDP program reviews, reviews of United Nations agencies involved in the execution of programs / projects;
Ensure communication, if necessary, of the results of project implementation in national and international meetings organized by technical and financial partners (UNDP and GEF);
Facilitate representation of the project and / or participation in international knowledge networks to exploit and share best practices and lessons learned;
Support the operational and financial closure of the project;
Carry out all other tasks required by his supervisor and the UNDP Country Office in order to promote the performance, the brand image of the GCF and the UNDP and their reputation.
