The Research, Innovation and Strategic Engagement to Advance Freedom of Association and Collective Bargaining Globally (RISE) project aims to strengthen policies and enhance the capacity of governments, employers’ and workers’ organizations, and other societal actors to respect, promote, and realize freedom of association and collective bargaining. The project, funded by the U.S. Department of Labor, will be implemented in overlapping phases and will include activities at the global, regional, and national levels. The project strategy seeks to continuously build and promote the application of critical knowledge needed to inform policy decisions, strengthen FACB implementation in target countries, regions, and sectors, and effectively communicate impact and results. The project aims to achieve three complementary outcomes: R1 Enhanced knowledge base on freedom of association, collective bargaining, and labor relations; R2 Enhanced capacity of governments, employers and their organizations, and workers’ organizations to realize freedom of association and collective bargaining in target countries; R3: Stakeholders at global, national, sectoral and company levels learn and promote innovative approaches and take action for the realization of freedom of association and collective bargaining.
The project is the technical responsibility of the ILO Cluster on Governance, Rights and Dialogue (ADG/GRD). ADG/GRD encompasses the functions and responsibilities of four policy departments: International Labour Standards (NORMES), Governance and Tripartism (GOVERNANCE), Working Conditions and Equality (WORKQUALITY) and Sectoral Policies (SECTOR).
Description of tasks
The National Project Coordinator will work under the supervision of the Andean Labor Legislation and Labor Administration Specialist and will directly coordinate and receive guidance from the RISE Project's Senior Technical Advisor.
The National Project Coordinator will coordinate activities under the technical guidance of the RISE Project's Technical Specialist on Labour Relations, as well as other ILO departments/services/units, including the Social Dialogue, Labour Relations and Labour Governance (LABGOV) service, and in particular the LABAMIN, Collective Bargaining and Labour Relations and Social Dialogue units, and jointly with the Coordinator and specialists of the Regional Initiative for Strengthening Social Dialogue and Collective Labour Relations.
Coordinate the implementation and monitoring of activities jointly with the RISE Project Monitoring and Evaluation Officer to ensure that activities are carried out in a manner consistent with the internal monitoring system of the ILO and USDOL.
The National Project Coordinator (NPC) will be responsible for project management, including the execution, supervision and monitoring of all activities necessary to achieve the project objectives and their corresponding results, in accordance with the work plan and the Comprehensive Monitoring and Evaluation Plan (CMEP) for Colombia. The functions and responsibilities of the NPC will include, among others, the following:
Perform the functions of approver in the Office Administrative System: Travel Authorizations (TT), Purchase Orders (PO) and Vacations of the staff in charge and others.
Supervise the staff assigned to the program and/or project. Establish performance objectives together with the staff under his/her charge and evaluate them in the period indicated in the staff evaluation platform, ensuring that this is done within the compliance deadlines determined by the Office.
Lead the preparation of the work plan, execution, monitoring, communication and timely evaluation of the project through management functions, including technical and administrative supervision of the project team, in accordance with ILO policy, standards and regulations and in accordance with the final project document and the work plan.
Identify problems, propose solutions and actions. Develop and maintain strong ties with specialists in specific technical areas and other colleagues in the field and at headquarters to follow up on comprehensive and collaborative interventions.
Periodically report, monitor and facilitate evaluation of all project components, in accordance with the project document and work plan. Prepare technical progress reports upon request and ad-hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
Provide timely, accurate, and relevant information on programmatic and budgetary matters for operational decision-making through strategic use of results-based management. Use baselines, milestones, and indicators to measure, analyze, and report on performance in line with USDOL requirements. Monitor and verify data accuracy.
Represent the project in various forums, under the guidance of your supervisor and/or the ILO Director.
Conduct conferences, seminars, workshops, training sessions and consultation meetings. Speak on behalf of the programme and/or project when attending these meetings.
Plan and participate in missions and visits to the project sites to monitor the project's implementation independently or by accompanying other people. Submit the corresponding reports within the established deadlines and propose improvement actions.
Seek and establish collaborative partnerships and manage stakeholder engagement. Identify donors and participate in resource mobilization activities.
Issue monthly, quarterly, half-yearly and annual reports on the progress of project activities and report on these to your supervisor and/or the country director. Support the preparation of monitoring reports for the funding partner on the results obtained by the project.
Prepare terms of reference, select, monitor, review products, evaluate and authorize payment for services provided to external consultants or other entities contracted for the project in accordance with standards established by the ILO.
Perform other related tasks and/or functions assigned by the project CTP or the Country Director.
Monitor project progress and activities by reviewing, verifying and analyzing work plans, progress reports, final reports and other data for clarity, consistency and completeness, and communicate reports to the ILO Office for Andean Countries (DWT/CO-Lima) and relevant technical units.
Required qualifications
Education
Requirement:
University degree in the areas of Law, Social Sciences or related fields.
Valuable:
Training in results-based planning, design, data collection, monitoring and evaluation methodologies; and project management.
Experience
Requirement:
Minimum three years of professional experience , at a national level, in charge of actions and/or initiatives related to freedom of association and collective bargaining, administration and/or labor inspection .
Valuable:
Previous experience in managing and/or implementing USDOL and ILO projects will be taken into consideration.
Work experience with government entities in charge of policy making and with development partners.
Similar work experience in a United Nations System agency, a non-governmental organization, or international cooperation agency.
Experience working and/or collaborating with public institutions and international development and cooperation organizations.
Knowledge and experience of international and national regulations related to labor inspection, freedom of association, and collective bargaining.
Have an additional degree or postgraduate studies related to labor law.
Knowledge of the national policy formulation process, preferably linked to fundamental rights at work and labor inspection.
Demonstrated ability to promote gender equality through project work.
Good knowledge of the context and challenges for the implementation of actions linked to the project.
Experience in relations with representatives of workers' and employers' organizations and in tripartite institutional spaces.
Languages

Knowledge of Spanish (written and oral) at the native language level or equivalent.
