As a Procurement Officer, you will work closely with other members of the PPFD Procurement Specialist assigned to the Resident Mission and with Procurement Sector Teams in Headquarters and engage proactively with Executing and Implementing agencies (EAs/IAs) of the Borrower, Resident mission and Sector Groups staff, engaged consultants and other partners on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

Responsibilities:

  • Be a procurement expert in a PPFD Procurement Team.
  • Contribute to the country, sector and agency procurement risk assessment reviews.
  • Contribute to and/ or lead the strategic procurement planning process for investment projects
  • Under the supervision of the Procurement Specialist and/ or Procurement Sector Specialist undertake the transactional review of multiple procurement documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, nonconsulting and consulting services.
  • Provide advice on compliance with ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
  • Support the procurement aspects of the project preparation documents, review and comment on the bidding documents and evaluation reports and consolidate comments, requests for clarifications and/or revisions and draft the relevant sections of the electronic procurement approval form (ePAF), for approval by the relevant delegated authority.
  • Support the EA/IAs in preparing various procurement documents to ensure full compliance with ADB's procurement guidelines and financing agreements.
  • Support Sector Group and Regional Departments in processing and administering TA, support consultant recruitment process.
  • Support loan/grant/TA and participate in processing missions in preparing the strategic procurement planning report and procurement plan, reviewing contract packaging, and discussing with EA/IAs to support project processing, implementation, and other consultation missions.
  • Within delegated authority, review and endorse/ approve procurement transactions.
  • In discussion with the Procurement Specialist, escalate complex matters where it is agreed that they need to be addressed at a higher organizational level.
  • Where assigned, support other non-project-related procurement initiatives led by PPFD, including organization and participation in business opportunities fairs and seminars, internal policy development activities, creation of knowledge products, participation at procurement events.
  • Where assigned, assist with key government partners for technical assistance on procurement policy reform and capacity building.
  • Help develop training materials and case studies and in conducting procurement training to Sector Group, Regional Departments, EA/IAs, engaged consultants etc.
  • Contribute to the achievement of corporate targets, including by supporting PPFD and Sector Group in meeting its obligations to management around procurement metrics.
  • Provide mentoring and coaching to less experienced procurement staff.
  • Compile and maintain key procurement metrics covering performance indicators in the sector assigned.
  • Perform any other assignments and reflected in the your workplan.

Requirements:

  • Bachelor's degree preferably in engineering, law, business administration or related discipline; preferably with advanced training in public procurement or relevant fields.
  • At least 8 years relevant experience in project preparation, processing and implementation with experience in procurement and contract management related to infrastructure and consultant recruitment; and at least 4 years of supervisory experience.
  • Experience with ADB or similar multilateral development bank's procurement policies, regulations, guidelines and procedures, and anticorruption policies.
  • Excel in managing diverse workload within general schedule of work, instructions and standardized practices.
  • Demonstrate critical thinking skills and ability to identify issues and appropriate actions.
  • Ability to liaise with counterparts effectively and work collaboratively as a constructive team member.
  • Proficiency in expressing ideas in both spoken and written (including report-writing) formats in English.
