As a Procurement Specialist, you will complete a variety of tasks, covering all or a combination of the following responsibilities: (i) Undertake or help complete country procurement diagnostic assessments and assist governments in the design and implementation of activities to strengthen their country systems; (ii) conduct project procurement due diligence, and help develop procurement strategies and project implementation arrangements that are fit-for-purpose and will deliver value-for-money outcomes; (iii) advise on contract management issues in the procurement of goods, works and services, including those using the FIDIC (Federation Internationale des Ingenieurs-Conseil) suite of contracts; and (iv) develop knowledge products on procurement, participate in business outreach, and deliver training on procurement.

You will:

  • Perform country, sector and project level procurement risk assessments and develop risk mitigation plans to address identified risks.
  • Support borrowers in developing procurement strategies for investment projects.
  • Review borrowers' procurement activities under ADB loans, providing technical advice to ensure compliance with ADB's procedures.
  • Advise on the use of the FIDIC suite of contracts and review bidding documents incorporating such contract forms. Review other contract types.
  • Lead on procurement design and implementation during processing, administration and evaluation of loan and technical assistance (TA) projects.
  • Process and administer TA projects associated with procurement.
  • Help develop procurement policy, directives and related guidance.
  • Contribute to the digital transformation of ADB's internal procurement systems and support member governments to assess, develop, and deploy their e-procurement systems.
  • Deliver training to ADB and government staff on procurement to develop their procurement skills and increase their knowledge of ADB procedures.
  • Provide leadership and support to reporting staff, overseeing their performance, providing clear direction and assisting in their development.

Qualifications

You will need:

  • University degree in in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law or other related fields; preferably at post-graduate level or its equivalent.
  • At least 6 years' relevant experience in procurement, project management or other related area.
  • Work experience in agriculture, energy, education, health, transport, and/or water and urban sectors is an advantage.
  • International experience working in several countries.
  • Proficiency in expressing ideas in both spoken and written formats in English.
  • Familiarity with MDB procurement policies is preferred.
  • Demonstrated experience leading projects and conducting knowledge sharing sessions.
