Job Description

Overview
The Program Officer II (PO II) will work under the guidance of the Project Director, to provide overall project management for the Maternal Newborn Health Knowledge Exchange Platform. The Program Officer I will support the Project Director to provide overall project management support and ensure that good project management practices and tools are being used to stay on scope, schedule, budget for project activities including a global maternal newborn health (MNH) convening platform and an international and regional maternal and newborn health conference series. This will include a deeply integrated global knowledge-sharing component. The project will operate over a five-year period, with possibility to extend.

The PO II, will also need to work closely with the Project Director, the Knowledge Hub Advisor, the Conference Team Lead, the Finance Manager and others to ensure the overall coordination of project activities.

This position is contingent upon award from The Bill & Melinda Gates Foundation (BMGF).

Responsibilities

  • Support the development of the Project Charter and development of other project management tools (e.g., detailed implementation plans, risk registers, change logs, procurement plans, etc.)
  • Keep core project management tools updated in commonly shared platform
  • Provide administrative support to support for a biannual international conference as needed
  • Support annual workplanning activities and maintain the project workplan
  • Provide support to the knowledge exchange platform including helping populate the website and working with vendors as necessary
  • Write, summarize and synthesize technical content
  • Support the steering committee meeting as needed including support for planning.
  • Maintain invitations and documentation for routine management meetings for the project which will include all project staff to track implementation against country level work plans and budget and make course corrections as needed
  • Ensure project management files are maintained for the project
  • Conduct after action reviews and document lessons learned
  • Review and escalate quality concerns (technical, project management, financial management, compliance)
  • Manage project close out process according to internal processes and donor guidelines
  • Support the review of project budget and spending and request budget realignments as required
  • Manage the project reporting to the donor
  • Supervise project senior program coordinators
  • Other duties as assigned

Required Qualifications

  • MPH or equivalent advanced degree or equivalent (bachelors plus 2 year’s additional work experience can be considered in lieu of an advanced degree)
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • 5 years’ experience at PO level
  • Demonstrable strong organizational and writing skills
  • Experience working/studying internationally
  • Proven experience successfully managing public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) funded by different donors –
  • Experience with Bill & Melinda Gates Foundation preferred
  • Proven experience with the following:
  • Submitting high quality reports on time to donors
  • Reviewing and providing budget inputs
  • Tracking expenses routinely and working streams supported to stay within budget
  • Successfully leading activities across almost all project
  • Excellent written and oral communication skills with diverse groups
  • Understanding basic financial management principles and budgeting
  • Strong understanding of at least three technical areas Jhpiego works in
  • Familiarity with Office 365 with strong Word, Excel, PowerPoint, SharePoint, TeamSites
  • Strong organizational skills
  • Ability to synthesize technical content
  • Experience working in a diverse and high-paced setting
  • Highly motivated and confident, ability to make work independently and in close harmony with many diverse groups and individuals
  • Attention to detail and ability to handle multiple tasks

Problem solving skills

  • Ability to travel nationally and internationally 20% of the time
  • Fluent in written and spoken English

Preferred Qualifications

  • Experience managing a knowledge management platform
  • Experience with event coordination
