You will build close relationships with the programme team at national, regional and global level, as well as consultants, advisers, and experts and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging gender issues. You will effectively advocate and influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate. 

Responsibilities:

  • Work in close collaboration with the relevant ministries, the UN Country Team, Gender technical groups and other stakeholders to strengthen and facilitate inter-agency, multi-sector gender programming at national and sub-national levels.
  • Provide technical support in developing and implementing multi-sector and coordinated strategies and programmes that promote gender & social norms, GBV against women and girls and women’s empowerment, including gender mainstreaming.
  • Participate in and lead coordination platforms, such as the UN Gender Theme Group, and the UNSDCF Women Group and on mainstreaming gender and social norms concerns, sexual, reproductive health, adolescent and youth programmes as well as assist in the follow-up of recommendations.
  • Coordinate financing for the gender and social norms, GBV against women and girls and women’s empowerment interventions to maximize the results of the UNFPA programme of assistance.
  • Build and maintain strong networks and ensure “buy-in” for gender and social norms issues from government, civil society, non-government and development actors.
  • Collaborate with stakeholders and partners, Government institutions, donor community and civil society, to ensure mainstreaming of culture, gender and social norms, and human rights in all sexual and reproductive health, and population and development programmes and policies.
  • Oversee the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
  • Review the political, social and economic environment relevant to Sexual and   Reproductive Health, Adolescents and Youth, Gender and social norms, Women’s Empowerment and pursue opportunities for UNFPA assistance and interventions.
  • Assess implications of new policy developments and strategies to advance gender equality and ensuring their integration.
  • Coordinate, guide and support the coherent and effective implementation of the gender and social norms and GBV against women and girls including the humanitarian   components of the country programme.
  • Appraise all requests for new activities and supplementary funds for ongoing gender-related interventions and development of national gender and social norms policy projects based on guidelines, in collaboration with the Assistant Representative, and forwarding these appraisals to the UNFPA Representative.
  • Support results based management planning, monitoring and reporting to ensure need based programming.
  • Provide technical support to the development of relevant legislative, policy and advocacy documents and adapt to tools to the context to effectively to address gender and social norms, GBV against women and girls as well as women’s empowerment in the context of broader development issues.
  • Guide and write proposals and engage in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
  • Undertake follow up actions on programme implementation interventions and prepares reports; oversee changes in the programme work plans, as required.
  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action.
  • Supervise preparation by implementing partners of annual and other periodic work plans and monitor and evaluate progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
  • Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, coordinate timely delivery of quality project and financial reporting, and ensure adequacy with funds and activities.
  • Undertake regular monitoring missions and meetings with relevant actors including project partners in assessing the progress to advance gender and social norms, GBV against women and girls including the humanitarian components as well as women’s empowerment and advise on appropriate response strategies.
  • Overseeing achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration; Document lessons learnt and participate in dissemination to relevant partners.
  • Prepare donor reports as appropriate.

Education:  

Advanced degree in health, population, demography and/or other related social science discipline.

Work Experience: 

  • At least 5 years of increasingly responsible relevant professional experience, including experience in the field of development and population activities, programme management, including large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners.
  • Experience in drafting and implementing legislation, in particular, related to gender and social norms issues.
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and  consultants.
  • Knowledge of gender issues in humanitarian context, including relevant international human rights standards.
  • Prior training in gender and social norms and their application in development and humanitarian settings.
  • Experience in utilizing the internationals tools to implement conventions such as the CEDAW.
  • Field experience is an asset.
  • Prior experience in the UN system will be a strong asset.

Languages:

Fluency in English and Arabic are essential;.
