The incumbent will provide substantive support to the Network. The Network, officially launched in mid-2021, connects anti-corruption law enforcement authorities by establishing and enhancing direct contact between them, to enable them to collaborate on transitional corruption cases, and empower a wider range of countries to engage in informal international cooperation, while complementing the other existing platforms for such cooperation. The GlobE Network is currently developing digital tools, including a Digital Hub and a Secure Communication Platform (SCP), to facilitate information exchange and sharing of good practices among its members.

Responsibilities:

  • Coordinate the design, development, and implementation of the Digital Hub, ensuring alignment with the strategic objectives of the GlobE Network, UNODC, and its partners, while integrating digital tools and services into a unified, user-friendly platform.
  • Facilitate collaboration among internal and external stakeholders, including UNODC divisions, member states, and partner organizations, to gather requirements, oversee content integration, and ensure the hub supports knowledge sharing, transparency, and anti-corruption efforts globally.
  • Facilitate coordination between internal UNODC teams to ensure that the GlobE Network Secure Communication Platform (SCP) aligns with organizational standards and cybersecurity policies. 
  • Strategize, design and propose the application of blockchain, cryptocurrency and Artificial Intelligence technologies to the GlobE Network’s value proposition, and across the wider delivery of strategic and tactical advice to the core customers of the Law Enforcement and Strategic Networks Section. 
  • Define and document security requirements for the SCP, ensuring compliance with UN cybersecurity regulations and all necessary engagement with UNODC’s Legal Advisor.
  • Plan and manage the refinement of business requirements for the SCP, securing internal sign-off from key stakeholders.
  • Ensure that the SCP is structured for long-term scalability and usability, integrating stakeholder feedback throughout the development process.
  • Provide regular updates on SCP progress to senior leadership, the GlobE Network Steering Committee and Plenary. 
  • Establish an operational model for the SCP, outlining governance frameworks, access control mechanisms, and sustainability measures.
  • Support user onboarding and training, ensuring SCP users understand the platform’s functionality and security protocols. 
  • Monitor SCP implementation progress, gather feedback, and refine system features to optimize performance and adherence to best practices.
  • Provide substantive support to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Seek and develop synergies with other UNODC programmes, especially, but singularly, the UNODC Doha Cybercrime Capacity Building Centre. 
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.   
  • Perform other work-related duties as required.

Education:

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, law, economics or a related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of five years of progressively responsible professional experience in project or programme development or management, administration or related area is required.   
  • Demonstratable experience in applying Blockchain, cryptocurrency and Artificial Intelligence technologies in business and strategic environments is required.   
  • Experience in managing digital projects, preferably within international or public-sector organizations, is desirable.    Experience working with diverse stakeholders—government entities, international organizations, and technical teams—on collaborative digital initiatives is desirable.   
  • Work experience in international cooperation, in particular anti-corruption law enforcement cooperation, as well as experience in engaging with or operating practitioner network in this area is desirable.   
  • Experience in an international organization and/or with the United Nations System is desirable.   
  • Experience in data analytics or related area is desirable.

  • English and French are the working languages of the United Nations Secretariat.
