This position is located within the Office of the Chief of Staff of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non- family duty station). The incumbent will be under the overall supervision of the Mission Planning Officer.

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Provides background information and drafts documents for review approval by the Mission Planning Officer including to ensure coherence with the Mission’s overall strategic direction and planning tools, and to support joint and integrated planning between Mission components, UNCT members and other relevant partners in accordance with the IAP guidelines and senior management guidance. Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Researches, analyzes and presents information gathered from diverse sources.
  • Participates in the development, planning, implementation and evaluation of assigned programmes/ projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes reviews; designs collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Supports the Mission Planning Officer in the coordination of field missions of visiting delegations with relevant UNSMIL entities, in particular Security and Mission Support, and provides guidance as necessary. Coordinates, as necessary, field missions involving several UNSMIL components.
  • Supports the Mission Planning Officer in the development of budget proposals and funding requirements (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Supports the Mission Planning Officer with the preparation, review and reporting on strategies, action plan and various management and accountability mechanisms (including ERM, ORMS, Disability Strategy, WAAB), as needed.
  • Supports the Mission Planning Officer with the monitoring and performance assessment of the Mission workplan and Strategic Framework activities between UNSMIL and the UN country team.
  • Facilitates, manages and evaluates projects and activities within UNSMIL and acts as a liaison between the Mission Planning Unit and other offices on all programmatic issues; interacts with UNHQ counterparts as needed.
  • Make suggestions and drafting inputs for review and approval by the Mission Planning Officer, assist in the preparation of a Mission Concept, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans
  • Performs other related duties as required.

Education

  • An advanced university degree (Master's degree or equivalent) in international relations, political science, development studies, management or a related field or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination would be an advantage.

Work Experience

  • A minimum of five (5) years of progressively responsible experience including in programme management, and/or strategic planning processes in a conflict/post- conflict environment is required.
  • Experience in results-based budgeting and/or results-based management is required.
  • A minimum of one year experience working in or in support of a field operation of the United Nations Common System or similar multi-lateral organization at international level is required.
  • Demonstrated experience working with United Nations policies and procedures is required.
  • Experience in UN field operation mission/integrated planning processes is desirable.
  • Experience of using monitoring and evaluation tools is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic or French is desirable.
