The Center for Mediterranean Cooperation of the International Union for Conservation of Nature (IUCN-Med), created in 2001, is located in the Technological Park of Andalusia, in Malaga, Spain. Its objective is to influence, encourage and help Mediterranean societies so that they succeed in reconciling the conservation of natural resources with their use and that they set up a model of sustainable development. IUCN-Med has over 200 members in the Mediterranean region formed by governments and non-governmental organizations. Since 2008, the Union has set up with its members a specific program for North Africa, in order to develop lines of work and priorities for the conservation, enhancement and good governance of biodiversity.

Currently, two funding methods exist on the basis of calls for projects: (1) the PPI OSCAN (Small Initiatives Program for Civil Society Organizations in North Africa) supports over a period of 3 years small and average CSOs in Libya, Morocco, and Tunisia, and is currently examining opportunities to include new countries such as Egypt. Each beneficiary organization of one of these programs receives a grant for the implementation of its project, and technical and administrative support through training throughout the implementation period. This support is provided by a national coordinator based in each of the beneficiary countries and the responsible team at IUCN-Med.

To strengthen the management team of the two programs PPIOSCAN and TransCap, IUCN-Med is considering the recruitment of a project assistant who will be based in Malaga at the IUCN-Med headquarters. .

Job Description:

The project assistant's main mission will be to monitor the implementation of the work plan of the PPI-OSCAN and TransCap programs by providing technical support to all their components in the beneficiary countries.

More specifically, the project assistant will have to provide support for the following tasks:

  • Support the launch and follow-up of all phases of calls for projects from publication to the establishment of the final list of CSOs to be retain, including the evaluation of the proposals received;
  • Write, organize and update all program information: information on candidate and selected CSOs, financing agreement, training files and capacity building actions for CSOs selected according to the requirements of the PPI monitoring-evaluation system. OSCAN;
  • Support the implementation of all processes required for the deployment and management of grants and ensure they are delivered in a timely, efficient and accurate manner;
  • Prepare technical and financial progress reports as required by program donors;
  • Support for monitoring, analysis and capitalization of the results obtained by each project in terms of impact on the conservation of biodiversity;
  • Support procurement processes for consultants, including drafting terms of reference, requesting quotes, facilitating bid evaluations, contract management;
  • Logistical and administrative support for holding meetings and events and writing related reports (minutes, meeting minutes, etc.);
  • Maintain regular exchanges with national coordinators for monitoring the implementation of projects as well as communication aspects.
  • Travel to participate in training sessions, meetings and to visit CSO projects.
  • Carry out other tasks as requested by the IUCN-Med Supervisor and Director to contribute to the implementation of the IUCN North Africa Program.

Requirements:

  • Master's degree in ecology, environment, agronomy, economic and social policies or international cooperation
  • Professional experience of 3 years related to project management
  • Work experience in international cooperation projects for development; Ideally, field experience in North Africa
  • Good knowledge of the issues and problems linked to the conservation of biodiversity and local development in North African countries
  • Perfect command of French and Arabic both oral and written with writing and synthesis skills. Knowledge of the English language is strongly desired
  • Excellent organizational, writing and communication skills
  • Excellent aptitude for interpersonal relations, including the ability to work in a multicultural environment and to establish effective working relationships both inside and outside the organization • • Rigor, versatility and

  • The candidate must have a work permit in Europe
