Asia Water Council (AWC) is a leading water platform that aims to provide tangible solutions to resolve water issues in Asia and beyond and support achieving sustainable development with clean and sufficient water. AWC consists of 152 members from 24 countries and actively cooperating with water-related organizations, including governments, academic and research institutions, non-governmental organizations, and civil society, as well as international organizations.

AWC manages the “AWC Water Projects,” where the projects are demand-based to help address water-related issues facing member countries through supporting the development of Project Concept Papers (PCPs) to be submitted to the Multilateral Development Banks (MDBs) and other financial institutes for funding opportunities. Below are the selected project Concept Notes (CNs) for the 2023 AWC Water Projects:

Lao PDR:

  • Drought Risk Assessment and Sustainable Water Utilization in Affected Province of Lao PDR

Thailand:

  • Enhancing Climate Resilience of Water Infrastructure in Thailand

Bangladesh:

  • Artificial Recharge of Ground Water Aquifer in Dhaka City

Recently, AWC and GGGI have signed an agreement to initiate the Project, which will be carried out until December 26, 2023. GGGI will take the lead in developing Project Concept Papers (PCPs) and its Executive summary based on the selected CNs for the three countries in Lao PDR, Thailand, and Bangladesh. 

Objectives Of The Assignment:
Under the overall guidance of the project manager, the Consultant shall work with GGGI, AWC, and relevant stakeholders to lead the PCP development for Bangladesh “Artificial Recharge of Ground Water Aquifer in Dhaka City.” Specifically, the Consultant shall: 

  • Identify the relevant stakeholders (Ministries, local government entities, private sector, and NGOs) working on regional and country water resources management and climate change
  • Organize and participate in stakeholder engagement meetings
  • Prepare project work plan (incl. inception report, mid-term report and final report) to complete Project Concept Paper (PCP)
  • Design and develop the full PCP for submission to AWC

Expertise Required​​​​​​​:
The professional must present her or himself as an individual (not as part of a company or a legal person), and shall comply with the following requirements:

  • More than 4 years of relevant professional experience;
  • An advanced university degree (Master’s degree or PhD equivalent) in Climate Change, Environmental Studies, Water Resource Management, Hydrology, Civil and Environmental Engineering or related areas;
  • Strong analytical skills and experience in developing technical reports – undertaking research, primary and secondary data collection, analysis, and report writing;
  • Experience in developing ODA project proposals is advantageous;
  • Ability to work/deliver independently with minimal supervision;
  • Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural backgrounds;
  • Excellent English communication and writing skills in the field of green ODA;
  • Proficiency in Bengali is preferable;
  • Proficiency in standard Microsoft Office;
  • Experience in International Organizations, development agencies, government, private sector, or non-profit sector;
