A new, two year ILO project funded by the European Union supports the implementation of the ILO Decent Work Country Programme 2021-24 for the Republic of Moldova. The project proposes a complementary package of interventions aimed at improving access to, and the availability of decent jobs, by supporting key Moldovan institutions enhance their ability to 1) prevent and address labour market exclusion and 2) improve working conditions and protect worker rights.  In particular, the project will assist reform of the National Employment Agency and the State Labour Inspectorate. Enabling outcomes for both components will be the application of relevant international labour standards, the promotion of social dialogue and gender equality, and a contribution to the digitalization agenda of the Moldovan Government.

The Project Coordinator will be responsible for the overall management and coordination of project work to ensure the timely delivery and reporting on project deliverables under the two project components. S/he will have the main role in managing the close collaboration with the project partners including the tripartite ILO constituents in Moldova and the donor.

Reporting lines:

The Project Coordinator will report to the Sr. Employment Specialist of DWT/CO Budapest concerning work under the first component and to the Sr. Specialist on Social Dialogue and Labour Law for work under the second component. S/he will work in collaboration with and under the technical supervision of relevant DWT/CO specialists who have technical responsibility for specific work under the project, as well as relevant ILO Headquarters Units. S/he will supervise and manage the work of the Project Administrative Assistant.

The incumbent is expected to closely collaborate with the ILO National Coordinator (NC) for Moldova, as well as relevant ILO technical projects in Moldova.

Description of Duties:

Main duties and responsibilities:

  • Lead the project’s timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with ILO policy, rules and regulations and according to the final project document and work plan.
  • Identify problems, propose solutions and action and follow-up with the DWT/CO Budapest, ILO headquarters, executing agencies, government offices, constituents, and other organizations to expedite implementation and meet targets.
  • Identify and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information that may be relevant for the project and take appropriate measures in consultation with the relevant ILO DWT/CO Specialists and the ILO National Coordinator to ensure timely fulfilment of all obligations and timely delivery of the project outputs.
  • Undertake technical missions, as appropriate, with technical backstopping from the DWT/CO Budapest team. 
  • Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO standards and principles. Review and analyse project related documents and reports, maintain a reference system for these documents, and follow up on future actions.
  • Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project. 
  • Undertake regular formal and informal meetings with the donor for technical exchanges on issues pertinent to the project.
  • Support the National Coordinator in engaging with the UN Country Team and other coordination fora. Periodically report, monitor, and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare the required (technical) progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Ensure that international labour standards, social dialogue and gender concerns and issues are integrated in the design and planning of activities and their implementation and evaluation as well as in research, awareness raising and policy dialogue. 
  • Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. 
  • Participate in other meetings and events on the request of the ILO National Coordinator in Chisinau.
  • Other related duties as assigned.

Required qualifications:

Education:

  • First level university degree in public administration, economics, technical/social sciences, or related field and strong knowledge on development issues particularly in Moldova.

Experience:

  • At least three years of experience in project management, supervision, administration, and implementation of development cooperation programmes in relevant technical fields. Working experience in the public field is an asset.
  • Technical requirements: good knowledge of 1) labour economics as well as local economic developments and employment promotion measures, and/or 2) public/labour administration, with a focus on labour inspection.  Knowledge of the policy-making process.

Languages:

  • Excellent knowledge of the working language of the duty station and a good working knowledge of English.
