Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Project Director for an anticipated US Department of Labor-funded women’s and girls’ empowerment project in Tanzania. The objective of the project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within an identified supply chain. The project will aim to achieve the following outcomes: improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within a supply chain; and improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within a supply chain.

The Project Director will be responsible for implementing a high-quality, results-oriented program focused on improving economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within a supply chain; and improving business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within a supply chain in Tanzania. Position is contingent upon receipt of donor funding.
The Project Director is responsible for overall project management, supervision, administration, and implementation of a high-quality project. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including government and private industry stakeholders, sub grantees and/or subcontractors); lead collaborative initiatives with private companies; and oversee the preparation and submission of technical and financial reports to US Department of Labor.
- Manage the Tanzania Empowering Women and Girls in Supply Chains project which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;
- Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines;
- With support from field and home office staff, prepare and submit timely and accurate activity, financial, technical, and procurement reports to US Department of Labor and Winrock;
- Maintain close communication with US Department of Labor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress;
- Provide technical assistance, support, and oversight to local partner NGOs and CSOs;
- Provide technical assistance, support, and oversight to private sector partners;
- Provide technical assistance, support, and information to national and local government officials;
- Develop strategies for working with local government, private sector partners, trainers, and youth;
- Hire and supervise local project staff and annually evaluate their performance;
- Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community;
- Other duties as assigned.
- Successful candidates will have strong management skills as well as relevant experience implementing child labor prevention and empowerment programs, preferably in East Africa. Specific experience and specialization in the areas of child labor; vocational training; creating/maintaining partnerships with private sector companies, CSOs, youth-oriented organizations; experience in curriculum development and training of trainers; and knowledge regarding gender disparities and girls’ and women’s empowerment is strongly desired. Significant project management experience and leadership is required as is fluency in English and Swahili.
- Education: Bachelor’s degree required in international development, leadership, political science, education, or a relevant social science discipline. Master’s degree would be a distinct asset, or a bachelor’s plus 5 additional years of additional development experience.
- Technical: Minimum of five years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies), preferably in Tanzania.
- Experience in, and knowledge of women, child rights, child labor issues, economic empowerment, and Tanzania laws and international conventions governing woman and children’s issues is highly recommended.
- Experience in the East Africa region is required, and Tanzania strongly preferred.
- Experience establishing and maintaining systems for managing project operations.
- Proven success serving in a leadership role for a project addressing issues of child labor, forced labor, or workplace exploitation.
- Demonstrate the ability to maintain working relationships with all project stakeholders, and engages in coalition building and public-private partnership promotion.
- Demonstrate experience working in supply chains and/or skills training or workforce development.
- Experience managing to the highest ethical standards international projects
- Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
- Financial management, budget design, and budget management experience.
- Demonstrated success in motivating and supervising diverse teams of employees.
- Experience in strategic planning and implementation of strategic plans.
- Experience designing and implementing or overseeing monitoring and evaluation systems.
- Proven success in facilitating meetings among a wide range of stakeholders, with the significant ability to align numerous sets of interests, identify common goals, develop agreed-upon next steps and deliverables, define and identify roles and responsibilities, and hold stakeholders accountable.
- Experience providing support to formal and informal education programs, leadership trainings, and local organization capacity building.
- Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.
- Excellent written and oral communication skills.
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
- Fluency in English and Swahili is required.
