The project objectives are to support the development of the criteria and framework to nominate two direct access entities to the GCF; support the strengthening of the systems (including human, technical and institutional capacity) within the NDA in areas relevant to the objectives of the GCF and establish a mechanism and system within the NDA to enable the NDA to fulfil its roles and responsibilities to enhance their ability to access climate finance. In addition, it will support the enhancement of coordination mechanisms and no objection procedures following multi- stakeholder consensus; develop Angola’s GCF country programme and a strategy for private sector mobilization and a climate finance tagging system for tracking internal and external financial flows. At the final stage, this Readiness grant will develop or improve two concept notes for submission to the GCF.

The Project Manager will lead the implementation of the project “Readiness Support to strengthen Angola NDA’s institutional capacity, mechanism and Country Programming for strategic engagement with GCF” which aims to directly enhance Angola’s readiness to access climate finance and develop the GCF Angola Country Programme. The GCF Project Manager/Lead will be the point of contact and lead the stakeholder engagement with the NDA staff, other key coordinating ministries, Direct Access Entities (DAEs) and potential DAEs, and other in-country key stakeholders.  

The Project Manager will provide project management and technical support and lead the supervision of the project operations, implementation, reporting, monitoring, and evaluation; provide oversight to the implementation of the project through coordination and communication with high-level, local, and private sector stakeholders.  This support will be in close collaboration with the Ministry of Environment (MINAMB) which is Angola’s National Designated Authority (NDA) to the Green Climate Fund (GCF). The position will report directly to GGGI’s Regional Director for Africa and will be supervised locally by the NDA/Ministry representative/focal point. S/he will be based in Angola upon arrangement with the NDA.

Purpose:

  • Strengthen country capacity of the NDA by enhancing coordination mechanisms for inter-institutional coordination including engagement with the GCF, establish and operationalise No-Objection Letters procedure at the NDA level and a system for screening, selecting, reviewing, and facilitating climate change projects established.
  • Develop NDA’s website containing information on climate finance to strengthen the knowledge of in-country key stakeholders.
  • Commence the development of the monitoring and oversight system for GCF support to Angola.
  • Support the NDA to establish a broad-based multi-stakeholder engagement process. This includes the development of the GCF Country Programme.
  • Support the selection and nomination process for two institutions to become potential direct access entities (DAEs).
  • Support the development of a strategy for private sector mobilization and a climate finance tagging system for tracking internal and external financial flows.
  • Develop two concept notes for submission to the GCF.

Delivery:

The candidate is expected to deliver the following:

  • An agreed upon Workplan for the project period for GGGI-NDA cooperation.
  • Identification and advice on the need for adjustments to the workplan, opportunities for innovation and new cooperation and project opportunities resulting in adjusted agreed upon Workplans (the workplan will be regularly adjusted by the Candidate and his/her team in close cooperation with NDA)
  • All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed upon timeline. This includes (but is not limited to) the design and implementation of the Budget Tracking Policy, the GCF operational mechanism, the GCF Country Programme, the GCF policy and process of proposal/concept reviews and the issuance of the No-Objection-Letters (NOL), the design and development of the GCF project concept notes, the development of the strategy for private sector mobilization, design, and development of the NDA’s website.
  • Develop the M&E Framework and tools based on existing and evaluation practices and aligned with GCF requirements. Continuous M&E and risk analysis will be executed to be able to flag and advise upon any necessary deviations from the original workplan.
  • The Candidate is responsible for all deliverables as stated in the proposal submitted and approved by the GCF including all GCF related reporting requirements (both financial and technical).
  • Ensure that knowledge exchange, capacity building and relevant mechanisms are successfully implemented ensuring GGGI’s visibility both in Country as well as internationally. This includes multiple capacity building workshops, high-level multi-stakeholder dialogues

Requirements Qualifications:

  •  Advanced degree (Master’s or Ph.D.) in economics, finance, business administration, climate change / environmental policy, engineering, or a related field.
  • Fluency in written and spoken English and Portuguese is mandatory.
  • Preferably 7-10 years of progressively responsible experience in international climate project management or development.
  • Extensive management experience and competencies in leading teams.
  • Proven track record in originating and developing climate change adaptation and mitigation projects. Prior success in securing funding from bilateral/multilateral funds is a major plus.
  • Strong analytical skills, ability to think strategically, analyze and synthesize diverse information.
  • Ability to work with a range of stakeholders, including academia, banks, non-bank financial institutions, capital markets authorities, microfinance institutions, government officials, project investors, and CSOs.
  • Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
  • Good team player who can work as a multi-disciplinary and multi-cultural team member, motivate and lead group efforts and network effectively.
  • Familiarity in working with international donors and government agencies in Angola is a strong asset.
