The Project Officer - Social Development and Coordination will be part of the PM-PVTG Mission Support Cell and s/he will work under the overall guidance and supervision of Director, MoTA and project team members and day to day supervision on the implementation issues with the Ministry of Tribal Affairs. S/He will ensure the engagement of all direct stakeholders and delivery of project objectives, in coordination with the Ministry of Tribal Affairs.

Responsibilities:

  • Lead and provide strategic guidance to the PM-PVTG Mission Support Cell in the Ministry of Tribal Affairs.
  • Coordinate with the Support Cell for effective planning, monitoring, and implementation of PM-JANMAN Mission, identifying research areas, and developing capacity-building programmes for implementing officers and field practitioners.
  • Facilitate inter-ministerial coordination, partnerships with State Tribal Welfare departments and Tribal Research Institutes to incorporate the contextualized needs of PM PVTG Mission.
  • Support technically in providing inputs for policy formation and data analysis related to the PVTGs. Develop guidelines and policies for the PM PVTG Mission and ensure its alignment with the overall objectives of the mission.
  • Undertake evidence-based data-driven research to examine the existing Government schemes and policies for the PVTGs and provide policy recommendations for addressing the gaps, importantly gender gaps.
  • Examine guidelines of other Central Ministries Schemes and Programmes and provide inputs for inclusion of PVTG communities for outcome-oriented results.
  • Bring in technical knowledge in preparation & issuance of guidelines, facilitative circulars/orders, policy briefs.
  • Establish real-time monitoring and robust monitoring systems for the mission and provide regular reports on mission progress and impact.
  • Monitor implementation of project components, analyze problems that hamper their implementation, and take appropriate measures to ensure timely delivery of project resources (inputs) for the achievement of programmatic results.
  • Ensure that the project contributes to the promotion of gender equality by reaching, involving, and benefiting both women and men in its activities (gender mainstreaming).
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education:

  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Rural Development, Development Management, Social Work, Public Policy/Economics/ Business Administration/Statistics/ Data Analytics/Business Analytics/Computer Science/IT or related field is required.
  • A first level university degree (bachelor’s degree) in the areas mentioned.

Work Experience:

Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in development management/studies, rural development, social work, public policy, governance, social justice etc.

 Skills:

  • Prior experience in research and analysis of policy and programmes related to Tribal development.
  • Knowledge of schemes and development programmes for the Tribal communities, functioning of Institutions such as Tribal.
  • Experience of working in government/international agency funded projects is desirable.
  • Sound knowledge of development challenges and solutions for Scheduled Tribes with specific focus on PVTGs will be preferred..
  • Good understanding    of    tribal    development    related    schemes/ programmes, especially for PVTGs.
  • Experience of working in government/international agency funded projects is desirable.
  • Knowledge of and experience in gender mainstreaming.
  • High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)
  • Relevant experience in documentation and preparation of reports on development issues is an asset.

Languages:

  • Excellent knowledge of written and spoken English.
  • Knowledge of Hindi is desirable.
