The position is located in the [CO Islamabad] and is responsible for providing technical support to the Government, Employers, and Workers in Pakistan, aligned with the overall framework of the Decent Work Country Programme IV (2023-2027). The DWCP outlines the constituents’ collective priorities, including the promotion of skills development and employment, universal social protection, international labour standards, and occupational safety and health. In addition, the ILO assists the Government in advancing global commitments such as the Global Coalition for Social Justice and the Global Accelerator on Jobs and Social Protection, among others.
The main role of the position is to oversee, plan, and ensure timely implementation, joint reporting with WHO and resource mobilisation to scale and amplify the commitments under the Global Accelerator. Pakistan became a pathfinder country under the Global Accelerator in July 2024 and has prioritised health sector within the overall care economy for human capital development and formalisation of the lower tiers and promote decent work through labour and social protection. This shall facilitate vertical and horizontal mobility of the workers in the health sector. This support will be provided through the joint efforts of the ILO and WHO in Pakistan who will work on skills training, assessment and certification for workers in the health sector and ensure that access to these skills is also available in the rural areas.
Within the policy and procedural requirements established by the ILO and the Global Accelerator, the Project Technical Officer will be responsible for providing direct technical support to the above project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.
The incumbent will report to the ILO Country Director for Pakistan and collaborate with relevant technical Specialists in relation to the thematic areas of involvement.
Duties:
Manage the implementation of the project by providing technical inputs, planning, monitoring and evaluation of project activities. Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
Provide technical advice and support to project staff and national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO Field Offices and HQ.
Provide technical and policy support to the Country Office in the areas of jobs and social protection in relation to sectoral priorities under the Global Accelerator but the overall framework of the Decent Work Country Programme. Ensure linkages to climate , technology and demographic changes and the priorities related to Care, Green for just transitions, Gender equitable outcomes among others..
Undertake independent or joint global, regional, country, sectoral, thematic analyses to identify constituent decent work priorities and needs. Review previous impact assessments done on employment, green jobs, digital skills, sectoral approaches, youth and women economic empowerment, to identify innovative practices and propose adaptations to best address the issue(s) identified.
Contribute to the formulation of strategies and policies relevant to Jobs and Social Protection)], including providing technical inputs to components of ILO Decent Work Country Programmes (DWCPs) as well as UN and other development cooperation frameworks, in response to the demand from constituents , donors and other partners . Collect and compile data, statistics and other information that reflect the decent work situation and ILO constituents’ key concerns and priorities
Conduct research and integrate technical inputs for regional and country analyses, reports and publications related to the project and prepare discussion notes.
Develop training materials and conduct seminars and workshops.
Under the guidance of the responsible supervisor, maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.
Promote ILO policies regarding the project/programme, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
Support resource mobilization efforts for new projects and activities including by leveraging opportunities for collaboration with partners and proposing new initiatives/activities, in the field of Jobs and Social Protection.
Undertake missions in relation to project implementation.
Undertake other duties as required.
Required qualifications;
Education:
Advanced level university degree (Master’s or equivalent) in labour economics, development studies, social sciences or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience:
Five years of relevant professional experience including three years at the international level.
Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.
