Job Description


The position holder has a dual role of providing technical leadership and oversight to World Vision Afghanistan’s Protection programming, encompassing Humanitarian Protection, Child Protection and Safeguarding, as well as ensuring Protection and Gender Mainstreaming across all sectors and programming.

The position is a technical advisory role and the holder also acts as an advisor to senior management in designing a protection strategy that fits within the broader Humanitarian Protection Strategy by ensuring that it is based on consultation with affected populations, including children, adolescents, and youth.

The Protection Advisor’s Key Areas of focus will include among others:

  • Protection Strategy Development and alignment with WV Afghanistan National Strategy and Our Promise 2030.
  • Grant acquisition and resource mobilization in the Protection Sector, with a specific focus on Child Protection and addressing Negative Social Norms.
  • Technical support to ensure Protection and Gender Mainstreaming in Program / Proposal Development.
  • Provide external and donor representation for Protection programming, including cultivation of partnerships and networking with respect to Protection and related sub-sectors.
  • Technical guidance and quality assurance of Protection, Child Protection, Gender Based Violence (GBV) programming, as well as mainstreaming of protection considerations, gender and Disability inclusion approaches for achieving gender sensitive and transformative outcomes in programming.
  • Build organisational capacity and provide training to implement prioritised project models and evidence-based practices in Protection, Child Protection, and Gender, including facilitation of key training packages in alignment with the Protection Cluster and related sub-clusters.
  • Ensure WV Afghanistan’s compliance to all safeguarding and other minimum requirements for protection in humanitarian action.


  • Strategy & Program Development:
  • Participate in revision of WV Afghanistan strategy and priorities based on emerging needs, change in context and donor interests.
  • Lead development and alignment of WV Afghanistan Protection Technical Approaches and Technical Programs with the National Office Strategy and Our Promise 2030.
  • Ensure Protection, Gender and disability considerations are mainstreamed into all World Vision Afghanistan Sector Strategies and technical approaches and proposals.
  • In coordination with the programme development team, take lead in the design of new protection specific projects and provide technical inputs to all new project proposals/concept notes.
  • Together with PDQ team, meet donors to preposition for new program ideas and models based on evidence.
  • Conduct regular situational analysis of the sector and feed recommendations back to WV Afghanistan for decision making on future priorities.
  • Ensure the participation of Women, Men, Gils and Boys (children, adolescents, and youth) in the development and implementation of strategies that address key protection priorities, including through participatory assessments.

Support Implementation, Monitoring and Reporting:

  • Provide leadership to ensure the overall technical quality of all WV Afghanistan Protection programming, both through direct efforts, and through mentorship and coaching of field-based Project.
  • Ensure all programming and implementation follows WV Afghanistan’s standard technical approaches to each sub-sector, uptakes donor, international and country-specific guidance, minimum requirements and global best practices.
  • Support DM&E to develop assessment, monitoring & evaluation tools to measure Protection, Gender, CP and Safeguarding issues, risks; Build staff capacity on use of Protection tools (i.e. Safety Audit).
  • Review grant progress reports and M&E reports specifically program findings and recommendations.
  • Provide technical leadership to Protection, CP and other sector related research, case studies, learning reviews and publications for WV Afghanistan, and as part of WV Regional / Global initiatives relevant to Afghanistan or fragile contexts.

Organizational and Staff Capacity Building:

  • Take lead in strengthening of internal organizational systems relating to Protection Programming.
  • Provide technical support to the recruitment of Protection related and other technical staff (i.e. JD review based on existing standard JDs, technical short-listing, technical interviews, etc).
  • Develop and revise protection capacity building plans and share with P&C (HR).
  • Review, update and where necessary, develop contextualized training or other guidance material for Protection field staff based on project needs and assessment findings.
  • Facilitate key Protection, Protection Mainstreaming, Gender Mainstreaming, Child Protection and GBV related training packages as recognized by cluster/sub-cluster.
  • Staff Matrix Management:
  • Duly conduct performance planning and evaluation of matrix reports in close coordination with their line Manager.

Networking, Coordination & External Engagement:

  • Maintain strong relationships with key strategic donors, UN, Cluster system, Line Ministries, INGOS and NGOs including cultivation of partnerships, collaborations and advocacy for resources to strengthen programme scope and effectiveness.
  • Represent World Vision Afghanistan in the inter-agency humanitarian cluster system through active participation in cluster meetings and other existing coordination mechanisms at national, regional and international levels (e.g. the
  • Protection Cluster, GBV sub-cluster, Child Protection sub-cluster and other existing coordination mechanisms.
  • Provide support and senior leadership to the WV Afghanistan national advocacy It Takes A World Campaign theme “ending child marriage”.
  • Provide support to research, advocacy, case studies and policy briefs on protection issues, including inter-agency collaboration with policy-focused NGOs in Afghanistan or externally, and coordination with World Vision International and
  • Support Office initiatives.


  • Provide Strategic Leadership in Safeguarding and implementation of the Child and Adult Safeguarding Policy across the National Office
  • Lead, develop and coordinate Safeguarding Capacity Building and Awareness Raising strategy for WV staff and affiliates
  • Take lead in coordination and management and response to Level 1 child protection community-level incidents according to local Child Protection/Safeguarding Incident Preparedness Plan
  • Manage the response of Level 2 and Level 3 safeguarding incidents including investigations and reports, with accountability to the Global Centre’s WVI Integrated Safeguarding Unit, according to global protocols and local Child Protection/Safeguarding Incident Preparedness Plan with support from Regional Safeguarding Focal Point
  • Jointly with Operations team(s), ensure that accessible complaints and response mechanisms are in all communities where WV works, in line with the Programme Accountability Framework (PAF), which aim to help children and adults report harm, abuse, exploitation or other breaches of Behaviour Protocols by WV staff, volunteers, visitors, consultants or WV affiliates.
  • Coordinate care for and support to staff working on difficult child protection and safeguarding issues
  • All other safeguarding duties as specified in the Safeguarding Policy.


  • University Degree in International Relations, Humanitarian Protection, Human Rights or Social Work; Master’s Degree is strongly preferred.
  • Minimum 5 years of experience in a technical position related to Protection, with a comprehensive experience in both child protection and GBV technical sectors strongly preferred.
  • Certification or other similar demonstration of capacity to facilitate trainings and provide coaching and supervision to key Protection, Child Protection and Violence Against Women technical packages (i.e. Protection Mainstreaming
  • Minimum Standards, Child Protection Minimum Standards, GBViE Minimum Standards, PSEA, Community Based Complaints and Reporting Mechanisms)
  • Proven experience in identifying Protection (CP/Violence Against Women) resource opportunities, engaging with donors and partners on Protection issues (or including child protection and Violence Against Women), designing high quality
  • Protection/CP programmes and budgets.
  • Experience mentoring and coaching staff to improve Protection technical quality, as well as mainstreaming in key sectors such as Food Security and Livelihoods, Education, WASH, Health & Nutrition etc.
  • Experience in leading or contributing to a Protection focused advocacy campaign preferred.
  • Must have experience in fragile or humanitarian contexts
  • Better Understanding and application of the Humanitarian –Development Nexus
  • Candidates applying, should have experience in grant-funded field offices - Strongly preferred
  • Deep knowledge of international humanitarian and human rights frameworks; understanding of Afghanistan frameworks for human rights, children’s rights, women’s rights and protections from GBV preferred.
  • Creative, interested to refine, create, test and produce protection, child protection, child rights or GBV prevention methodologies, approaches, training and materials informed by international guidelines and best practices.
  • Collaboration and teamwork – Excels in collaborating with external partners (UN, NGO, local actors, other); Interested to actively participate in technical working groups, and keen to learn from other agencies to refine approaches and high technical standards.
  • Team leadership & People Management – Motivated, enthusiastic leader interested to engage all staff on Protection , child protection or Safeguarding issues, and to support the professional development of national staff.
  • Three to five years of technical expertise in the areas of protection and child protection
  • Experience in capacity building processes, tools and methodologies
  • Two years or more NGO experience in the humanitarian and development fields respectively
  • Experience in needs assessment and project design

  • Excellent written English, with fluency in speaking English.

Preferred Skills, Knowledge and Experience:

  • Masters Degree in the above mentioned areas.
  • Experience participating in program implementation, monitoring and evaluation processes.
  • Experience providing technical guidance or operational leadership to interventions intended to mainstream gender considerations and promote gender equality and disability inclusion.

Work Environment/Travel:

  • The position is Herat based and requires approximately 60% of the time to be office based.
  • The position also requires 30% of travel within the country including Kabul and 10% internationally.
  • The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a man-made or natural disaster.
  • The position requires availability and willingness to work outside regular office hours occasionally.
  • The position requires willingness to travel and work in a hostile environment and stay in a shared team house with strict security protocols for international staff.
