With 69 projects in 22 countries of intervention, in the same way as in the professions that it develops and implements in France, the French Red Cross (CRF) internationally includes all its missions in an action plan sustainable humanitarian. This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.
Our association also wants to strengthen its presence and promote its priority commitments within the International Movement.
The French Red Cross (CRF) in West Africa / Lake Chad, is active in 11 countries and has delegations in Chad, Mauritania, Mali, Niger, Guinea, Cameroon and Senegal. The CRF maintains historic and dynamic relationships and has projects with its partners in Côte d'Ivoire, Benin, Togo and Burkina Faso.
The CRF's strategy in West Africa and around Lake Chad aims to strengthen the resilience of populations and respond to humanitarian emergencies affecting vulnerable populations alongside host national societies (Red Cross of the countries concerned). Development programs are concentrated in the health sectors (management of severe acute malnutrition, fight against HIV-AIDS / tuberculosis / malaria, primary health care, maternal and child health, strengthening of health systems, surveillance epidemiological) psychosocial support and protection (migrants), food security, livelihood strengthening, natural disaster risk management and humanitarian preparedness and response.
Since 2017, in line with its 2017-2020 strategy which identifies the West Africa / Lake Chad zone as a priority, the CRF has decided to create a regional office to support the implementation of the CRF strategy in this region. This office focuses on three essential functions: technical support (particularly in nutrition, disaster risk management and communication), representation and coordination with humanitarian actors (Red Cross Movement, NGOs, donors, research institute) and operational implementation of regional projects.
At the end of 2019, the office included, among others, regional technical advisers (health / nut '& DRR), a communications officer, an internal auditor, a project manager and a regional representative. In 2020, a new dynamic of deconcentration will be implemented aimed at transferring responsibilities currently carried out by the head office to the regional level, the creation of the position of International Human Resources Manager is part of this process.
Under the hierarchical authority of the Coordinator of International HR (Human Resources Department / Headquarters of the FIU), and the operational authority of the head of the regional office for West Africa / Lake Chad based in Dakar, the international human resources manager (RRHI) is in charge of the regional management of human resources management for the CRF delegations of Guinea-Conakry, Mauritania, Mali, Niger and Senegal in the Africa zone of the 'Where is.
Purpose of the position:
Respond, at the level of its geographical area (Guinea-Conakry, Mauritania, Mali, Niger), to the human resource needs (staff, profiles) of the activities / programs: recruitment, mobility management, retention and contribution to the development of international staff and national (local). This will involve accompanying and supporting management (Desk and Head of Delegation), as well as the Admin / Fin / HR Coordinators in HR management, based on the HR reference framework of the CRF.
As the position is decentralized at the regional office level, the incumbent will have to demonstrate a certain autonomy and an ability to take significant initiative.
