The incumbent will work under the direct supervision of the technical program officer of the ILO-Korea Partnership Program(I-KORP) and administrative guidance from the Chief Technical Adviser of the I-KORP. The incumbent will work closely with the loan officials from the Korea Workers’ Compensation and Welfare Service (KCOMEWL) and the Korea Occupational Safety and Health Agency (KOSHA). The incumbent will coordinate with Korea's partner institutes, such as the Korea Labour and Employment Service (KLES), the Korea Research Institute for Vocational Education and Training (KRIVET), Korea Polytech, and other ILO experts.

Responsibilities:

  • Maintain project financial records and monitoring financial implementation and related systems to record and reconcile expenditures, balances, payments, statements and other data for daily transactions and report to the CTA and program officers periodically. Ensure that all project financial transactions are in compliance with ILO rules and regulations. 
  • Check, review, process and prepare all documentation, including contracts, and ensure correctness and accuracy for financial clearances and payments for regional activities. Coordinate, monitor and review financial documentation prepared by Finance and Administration Assistants at national level. 
  • Analyze, evaluate, and monitor complex financial documents to identify and investigate anomalies or inaccuracies, determine corrective action, and resolve discrepancies. Examine queries from stakeholders, provide support and explanations, maintain follow up systems, and address the CTA in disputed, complex or unusual cases.
  • Responsible for procurement processes for project equipment and supplies per ILO rules and regulations, ensure appropriate distribution, and maintain accurate inventory records.
  • Lead the overall preparation of the centralized project budget at the regional level, including maintaining databases or systems for budget preparation, contracts tracking, procurements, and activity expenditures.
  • Prepare, modify, and monitor budget data based on requests such as budget proposals, budget revisions, rephasing, programme allocation changes, verification of budget codes, salary transfers, and others.
  • Prepare recurring reports as scheduled and assist in preparing donor reporting, for budget preparation, audits or other reasons. Liaise with project partners such as the donor, ILO constituents, implementing agencies and Korean partners, etc. to ensure accuracy of information and completeness of documentation.
  • Classify and assign budget codes, verify and process claims for payment, check payment vouchers, prices, and claims invoices, and provide administrative and financial backstopping support and guidance to project staff and consultants with respect to payments, entitlements, travel claims and other requirements relating to accounts and finance by preparing Minute Sheets, justifications, budgets and other relevant documents.
  • Ensuring the accurate keeping of all administrative and financial records, including the compilation of document, common files, and reports.
  • Carry out administrative tasks and provide logistic secretarial support to the implementation and monitoring of project activities in a timely manner and take follow-up actions (consultants, nominations, logistic support, admin/finance, etc.) such as arranging internal and external meetings and appointments for in-coming missions, and taking notes and/ or minutes at meetings.

Requirements:

  • Completion of secondary school education with formal training in accounting and/or finance and administrative field. Direct major in accounting or finance will be an asset. 
  • At least Six years of progressively responsible financial and administrative work, and some training in financial and administrative fields.
  • Excellent knowledge of English and Thai. Basic knowledge of Korean language would be an asset.
