Under the supervision of the International Operations Manager of UNFPA Ukraine CO, the Senior Human Resources Associate will manage all human resource activities in accordance with the HR work plan, consistent with the Country Programme (2025-2029). 

You would be responsible for:

Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:

  • Full compliance of HR activities with UN rules and regulations, UNFPA policies, procedures and strategies; effective implementation of the internal control, analysis of parameters in support of proper design and functioning of the HR management system.
  • Forecast of the staffing needs, proper use of contractual modalities,  performance evaluation and staff career development management through learning/training CO plan.
  • Support, implement and administer the effective and timely recruitment processes in the hiring and retaining the best talents available to support the strategic human resources needs of the office.
  • Ensure timely, equitable, transparent and systematic administration of all HR benefits, entitlements, contracts renewal and termination, performance management, promotions and other HR activities.
  • Monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations in close collaboration with EECA HR Business Partner and DHR.

Provides support to effective human resources management focusing on the achievement of the following results:

  • Recruitment processes including job descriptions, vacancy announcements, screening of candidates, organization and participation in  interview panels.
  • Preliminary review of submissions to the Regional Compliance Review Board (RCRB).
  • Management of contracts in and outside Quantum. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Quantum. 

Provides support to proper staff performance management and career development focusing on the achievement of the following results:

  • Elaboration of the protocol for performance appraisal process, facilitation of the process. 
  • Active participation in the CO learning team
  • Participation in preparation of the office learning plan and individual learning plans in consultation with  Senior Management. 
  • Elaboration of proposals on and implementation of staffing policies in line with career development.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on the achievement of the following results:

  • Participation in the organization and conduct of training for operations/ programme staff on HR issues.
  • Synthesis of lessons learned and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.

Qualifications and Experience: 

Education:  

  • A high school diploma is required. A bachelor’s degree in one of the following fields: Business Administration, Human Resources, Finance, Public administration, Social Sciences or Information Technology or related field is desirable.

Knowledge and Experience: 

  • A minimum of 7 years of progressively responsible experience in human resources, administration or related areas is required. The minimum years of relevant experience is reduced to 4 years for candidates who possess a relevant first-level or advanced university degree.
  • Computer literacy skills, including familiarity with various software packages 
  • UN experience is highly desirable.

Languages: 

  • Fluency in English, Ukrainian and Russian is required.
