The Senior M&E officer will report to the Senior Research Investigator, work as a community-led monitoring (CLM) supervisor, and be responsible for supervising and implementing field activities of CLM, supervising and monitoring human rights issues of key populations (KPs), and maintaining the optimum quality of the CLM of the Global Fund project to achieve the project goals and objectives following the project protocols and maintaining the organizational values and guidelines.

Responsibilities:

  • Oversee the day-to-day field activities of CLM data collectors, including field movement records and data collection.
  • Coordinate with the community paralegal and monitor human rights activities and gender-based violence among key populations.
  • Conduct regular field visits to monitor program activities, provide technical support, and ensure data quality.
  • Provide support to conduct advocacy with the government and other stakeholders based on the monitoring data.
  • Provide support to the community paralegal to handle the legal issues of KPs.
  • Maintain liaison with lawyer groups and human rights activists who work for the rights of the marginalized populations.
  • Monitor and collate data from all data collection sites.
  • Verify and clean collected data to ensure accuracy and reliability.
  • Enhance the capacity of CLM data collectors & community paralegals by providing technical support on data collection and management processes.
  • Assist data collectors in developing and reviewing reports generated from community data.
  • Take immediate action on issues identified through community-led monitoring data.
  • Share findings with service providers to improve service quality.
  • Maintain regular communication with the CLM coordinator, providing macro- and micro-level insights from community-led monitoring.
  • Prepare and submit regular reports (monthly, quarterly, or biannually), analyzing progress, challenges, and lessons learned.
  • Oversee the trend of collected CLM data to assess program gaps, impact, and service quality.
  • Establish and manage feedback mechanisms to address community concerns and integrate them into program planning.

Requirement:

  • Masters degree from any reputed institution; preferences will be given to those who have completed LLB.
  • At least 5 years of relevant experience , especially with key populations/marginalized populations.
