The Senior Monitoring, Evaluation, and Learning (MEL) Officer contributes technical expertise to advance project design, track project implementation against key indicators, and promote quality assurance and effective data management for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Thailand and Southeast Asia.

Responsibilities:

  • Supports design, development, planning, implementation of, and reporting against STRIDES AMELP.
  • Supports the development of project technical reports, ensuring data validity, quality, accuracy, and compliance.
  • Develops, operationalizes, implements, and manages MEL systems, tools, and procedures to collect, collate, analyze, interpret, and use data that demonstrate impact and activity accountability and progress.
  • Tracks STRIDES' progress against MEL indicators and targets to ensure consistent and systematic tracking and reporting.
  • Ensures that relevant MEL plans integrate high-quality quantitative and qualitative methods and participatory methodologies to monitor project quality for performance and results.
  • Assess subcontractors' MEL-related data and reporting efforts to verify quality.
  • Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners in the MEL space; identifies technical support needed to fulfill national global health security and MEL objectives.
  • Supports the development of country-specific MEL plans and budgets aligned with STRIDES goals and ensures compliance with donor and organizational policies and procedures.

Requirements:

  • Master’s Degree or its International Equivalent in Public Health, Epidemiology, Biostatistics, Data Science, Statistics, Environmental Health, or a related field.
  • Project Management (PM) certification preferred.
  • Typically requires 6+ years of relevant experience in data management and MEL systems implementation. Experience implementing MEL systems for public health programs preferred.
  • Demonstrated expertise and skills in quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning.
  • Technical skills in data processing and analysis using statistical software (e.g., SPSS, Stata, R, Python, SAS, Epi Info, Tableau, Power BI, etc.) and MS Excel, with experience applying data to disease surveillance, risk assessment, monitoring and evaluation, or public health decision-making, are an added advantage.
  • Comprehensive knowledge of theories, concepts, and practices inMEL. Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or domestic (US) program development or program management experience preferred.
