Job Description

JOB DESCRIPTION

  • To act as the focal point within the IFRC malaria team for the New Nets Project (NNP), including tracking progress against targets in NNP pilot countries and ensuring timely and adequate technical support is provided to ensure that campaign targets are met, including organization of process evaluations to support iterative learning across country contexts.
  • To represent IFRC in NNP partner coordination meetings, as well as other country, regional and global fora.
  • To develop operational guidance with partners (WHO, RBM Partnership to End Malaria, the Global Fund, the United States President’s Malaria Initiative and others) to support deployment of new types of insecticide-treated nets (ITNs) in a cost-effective and scientifically sound manner.
  • To ensure the operational support for technical assistance to countries and partners that allows field-based testing of improved practices and collection of lessons learned as supported under the NNP and BMGF projects.
  • To build the capacity and improve the performance of National Societies, national malaria program and implementing partner staff through tailored, expert, mutually agreed support.

Enable IFRC to be a global leading player in the Community Health sector

  • Contribute to and support the work of IFRC at relevant international fora in publications, conferences and meetings. Ensure that key issues and challenges are well presented towards positioning of RCRC as a global leader for reaching the most marginalized and at-risk populations with malaria interventions
  • Identify and facilitate opportunities for strategic cooperation between IFRC and New Nets Project partners to support global, national and community-level malaria efforts
  • Contribute to and support malaria activities towards the achievement of the health-related Sustainable Development Goals (SDGs), the WHO Global Technical Strategy Targets, in particular related to insecticide resistance management
  • Work closely with other members of the IFRC malaria team, the Community Health Team and with other teams within the Secretariat, to ensure appropriate visibility, resource mobilization and public awareness of the work of IFRC/RCRC
  • Ensure compliance and accountability on the NNP grant
  • Support the implementation and reporting on the NNP grant

Support National Societies in order to improve performance in Community Health

  • Provide support both remotely and through in-country missions as requested from National Societies, including for activities around project design, proposal development, project implementation, monitoring and evaluation and narrative and financial reporting related to malaria
  • Support National Societies to develop training plans, update training manuals, data collection forms, volunteer job aids, and assist with training implementation
  • Support coordination, roll out, monitoring and evaluation of New Nets Project activities, participate in project review meetings and ensure that NNP campaigns are implemented according to the approved proposal, budget, and timeline
  • Contribute to the health themes covered by the Community Health Team including opportunities for synergy between the malaria work supported under the New Nets Project with active outreach (HIV, TB, harm reduction, migrants), immunization and others as applicable, including support to the Team Leader of the Community Health Team to achieve collective objectives

New Nets Project

  • Lead IFRC’s participation in all NNP coordination and partner calls and provide updates on NNP-specific campaigns, including bottlenecks requiring partner intervention for resolution
  • Lead work with Population Services International for structuring the bi-weekly calls and ensure country participation for regular updates to partners
  • Work closely with the BMGF Technical Manager to collect information in both NNP and non-NNP countries about issues that should be taken into account during planning and implementation of multi-product ITN campaigns
  • Work closely with the BMGF project staff to identify linkages between the two projects with the ultimate objective of ensuring updated guidance and recommendations for campaign processes (such as household registration, digital data collection, measuring outcomes) are applied across all countries receiving AMP support, including NNP countries
  • Work to build skills and capacity of AMP TA providers in line with updated technical and operational guidance
  • Work to facilitate the deployment of AMP TA providers to ensure piloting of new practices and documentation of best practices as supported under the NNP and BMGF projects
  • Lead development of updated operational guidance based on implementation experience for countries planning and implementing multi-product campaigns and ensure timely finalization with technical, implementing and financial partners, and dissemination
  • Participate in AMP weekly calls, as well as country- and theme- specific calls as organized
  • Identify any new guidance for multi-product campaigns and work with technical, implementing and financial partners on its development and dissemination
  • Ensure collection of information and data for reporting against the NNP indicators
  • Develop and submit monthly reports to IFRC and the AMP Core Group regarding progress and challenges with the NNP
  • Ensure timely, high-quality narrative reporting for New Nets Project partners
  • Support the planning and implementation, as well as analysis of data and review of reports, for the process evaluations in NNP countries (plan for and help determine operational learnings including determining access and use)
  • Track campaign planning and implementation, as well as modifications put in place, for campaigns in NNP countries, as well as campaign outcomes and support updating of the ITN campaign tracker
  • Coordinate the planning and deployment of technical assistance for NNP campaigns in collaboration with IFRC malaria staff
  • Support review and quality control of all work products and reports for NNP countries prior to circulation
  • Backstop TA providers in the provision of support for macro (plan of action or implementation guidelines, logistics plan of action, communication plan, risks assessment and mitigation, timelines, budgets) and microplanning, as well as development of implementation, training, and data management documents and tools
  • Provide technical assistance to NNP countries or technical assistance teams and/or to financial and implementing partners around key decisions during campaign planning and implementation
  • Disseminate learnings (reports, operational guidelines via AMP toolkit) within the country and to other countries preparing for roll out of new ITN types
  • Support organization for cross-country sharing of experiences, training or other online events (e.g. webinars)
  • Develop the mock-up for the NNP section on the AMP website, as well as a plan for ensuring regular content updates (including new NNP products and learnings, case studies and stories from implementing countries)
  • Undertake other duties as instructed by the AMP Operations Manager, Senior Technical Lead to support departmental and project objectives

Contribute to delivering quality operations

  • Under the direction of the AMP Operations Manager, Senior Technical Lead, ensure that tools, guidelines and projects in the team are based on evidence, applicable international standards and follow a resilience-based health approach.
  • Ensure delivery of high-quality activities against agreed operational plans and identify potential risks for mitigation.
  • As needed, represent the IFRC in malaria vector control fora.
  • Support the development and implementation of global strategies and tools for malaria prevention with appropriate ITN technology and contribute to global vector control policy operationalization.

Contribute to an effective, high quality IFRC team

  • Be accountable to the AMP Operations Manager, Senior Technical Lead by providing progress reports on results against objectives and risk analysis
  • Be flexible in your work definition according to needs and targets and improve team efficiencies and effectiveness within available resources

Required

  • Advanced university degree (master's or equivalent) in health or equivalent professional experience

Required

  • At least 5 years working experience in the humanitarian or development sector, with a focus on Community Health
  • At least 3 years professional experience in the planning, implementation and management of mass ITN distribution campaigns
  • Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment
  • Demonstrated experience in coordination, particularly working with technical, implementing and financial partners (e.g. the Global Fund, the United States President’s Malaria Initiative, the RBM Partnership to End Malaria, WHO, etc.)

Preferred

  • Experience working in a RC/RC National Society and/or Federation/ICRC

Required

  • Knowledge of addressing Community Health / public health and experience in practically applying this knowledge into policy, programmes and positioning, preferably in complex settings / emergencies
