The Senior Programme Assistant works under the direct supervision of the Head of Liaison Office and consults regularly with Programme, Administration, Supply and Human Resources Units at MCO Brussels.

In line with the strategic priorities of UNHCR MCO Brussels and Bureau for Europe, LO Frontex  works to promote protection sensitive border management standards in EU, challenging the Agency on poor border practices and supporting improvements including on reporting of and follow-up on fundamental rights violations in an effort to promote mainstreaming of fundamental rights in all border operations. This implies close collaboration with Frontex Fundamental Rights Office and with all agencies that are members to Frontex Consultative Forum on Fundamental Rights, which LO Warsaw co-chairs.

Specifically, the Senior Programme Assistant undertakes activities in support of the implementation of operational priorities.

Activities include assistance for the management of the LO operational and administrative budgets, including processing payments, initiating procurement, and all travel-related procedures for LO staff. He/she will also oversee expenditures and advise the Head of LO accordingly. In coordination with MCO Brussels and in consultation with the Head of LO, the Senior Programme Assistant will also be responsible for the Office's contribution into the MCO planning cycle and related reporting requirements.

Minimum Qualifications:

Education & Professional Work Experience:

  • 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher

Relevant Job Experience:

Essential:

  • Demonstrated experience in Programme Management, Operation Management Cycle and related processes.
  • Knowledge of Results Based-Management.
  • Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc)

Desirable:

  • Completion of UNHCR Learning Programmes or specific training relevant to function of the position including Programme Management  E-tutoring of PM1, Framework for Implementing with Partners Learning Programme.
  • Experience in programme management training and capacity building activities.

Language Requirements:

  • Fluency in English as a working language is essential.
