The Senior Project Adviser will be responsible for advising governmental and/or intergovernmental partners, bilateral and multilateral donor institutions and technical/substantive units respectively on implications of established programme policies and project needs within the framework of capacity-building or technical co-operation plans and priorities; initiating and, within the context of the Organization’s mandate, planning capacity-building or technical co-operation projects in collaboration with government institutions, as well as executing and funding agencies and co-ordinating effective project implementation.

Responsibilities:

  • Providing strategic vision and managing relevant OCEEA’s energy project activities, addressing critical energy infrastructure protection, climate resilience, renewable energy, energy transitions, and other key energy and environmental security challenges.
  • Analysing political, social, and economic developments that influence energy security, as well as how energy security challenges impact political stability, economic development, environmental security, and climate action across the OSCE region.
  • In close consultation with participating States, Field Operations, and partner organizations, identifying energy-related capacity-building needs and designing appropriate, sustainable projects to address them; assessing project feasibility and impact based on country context and available resources; leading and coordinating project proposal development, ensuring alignment with regional priorities, as well as OSCE and donor requirements for submission and approval.
  • Overseeing smooth project implementation by planning and coordinating multiple activities across OSCE sub-regions, ensuring timely execution, alignment with project objectives, and synergy with other relevant initiatives.
  • Assessing the implementation of programme activities and resource use; identifying challenges or resource gaps and proposing corrective or alternative actions, including fundraising initiatives. Ensuring project reporting and evaluations are carried out in accordance with organizational and donor requirements.
  • Preparing reports, concept notes, talking points, speeches, and presentations; supporting outreach efforts; maintaining regular contacts with relevant counterparts; and representing the OSCE at conferences and related events.
  • Guiding and orienting the efforts and contributions of consultants, project personnel, donors, institutions and governments towards the achievement of programme objectives.
  • Supporting other relevant activities, as per needs and instructions of the OCEEA senior management.

Requirements:

  • Second-level university degree in international relations, political science, energy policy or other relevant disciplines; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years (nine years with a relevant first-level degree) of progressively responsible professional-level experience in the field of multilateral diplomacy, covering energy security, and related environmental security matters.
  • Demonstrated policy and advisory experience in the field of energy security, climate change or environmental security.
  • Proven knowledge of climate resilience and adaptation aspects of energy security and relevant solutions;
  • Experience in planning, implementing and managing thematically relevant donor-funded projects, as well as fundraising.
  • Recognized project management certification would be an asset.
  • Practical experience working on energy matters in OSCE countries, in particular Central Asia, would be an important asset.
  • Excellent oral and written communication skills in English. Knowledge of another official OSCE language would be an asset.
  • Demonstrated gender awareness and sensitivity, and proven ability to integrate a gender perspective into projects, tasks and activities.
