Under the overall supervision of the Chief of Mission and direct supervision of Programme Officer, the Senior Project Associate (Case Management), will support the implementation of Assisted Voluntary Return and Reintegration (AVR(R)) programmes/cases at IOM Mission in Uzbekistan. This includes coordination with relevant units at the Mission, as well as collaboration with sending/receiving IOM Missions and other Offices.

Responsibilities:

  • Maintain communication and liaise with respective IOM Missions and Offices globally on AVR(R) cases involving Uzbek residents.
  • Provide information and logistical support to sending IOM Missions, including facilitating communication with respective Uzbek consulates abroad and other non-government stakeholders.
  • Contribute to risk assessment processes for returnees by gathering background information, documenting relevant case details, and sharing inputs with the responsible colleagues at sending Missions.
  • Support pre-departure arrangements as required for cases involving Uzbek residents under AVR(R) programmes.
  • Assist with reception and onward transportation to final destinations, as needed.
  • Provide informational and procedural support to returnees on implementation of AVR(R) components, including logistical steps and other requirements.
  • Support returnees in the reintegration component including business plans, liaise with potential vendors (goods and service providers), and coordinate/agree the reintegration arrangements with respective sending Missions.
  • Assist in identifying suitable (temporary) shelter options for returnees, as required.
  • Support the rehabilitation of returnees, based on individual needs assessment and in coordination with sending Missions.
  • Collect and maintain up-to-date disaggregated database of assisted AVR(R) cases using IOM corporate e-systems, including MiMOSA.
  • Assist in the preparation and implementation of Monitoring and Evaluation (M&E) activities and contribute to related reporting.
  • Contribute to reporting on AVR(R) case management and provide inputs, as requested.
  • Support awareness-raising activities on the risks of irregular migration through outreach or information-sharing efforts, as required.
  • Assist with development and dissemination of AVR(R) related information materials.
  • Liaise with relevant government and non-government entities in Uzbekistan to refer and assist returnees, as required.
  • Support the orientation of new Case Managers by providing procedural guidance and information on workflows.
  • Contribute to the consistency of case processing by coordinating with colleagues and tracking progress in line with standard procedures.
  • Perform other related tasks as may be assigned by the supervisor.

Education:

  • High school diploma with six years of relevant professional experience.
  • Bachelor’s degree in Law, Business Administration, Finance, Social Sciences other related fields from an accredited academic institution with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Work Experience:

  • Experience working in private sector and with vulnerable individuals is desirable.
  • Knowledge of general migration-related trends and processes in Uzbekistan is an asset.
  • Experience in monitoring and evaluation is desirable.
  • Prior experience in liaising with UN agencies, other international organizations, government institutions, or NGOs is an asset.
  • Experience supporting project implementation is desirable.

Skills:

  • Strong interpersonal and communication skills.
  • Good organizational and analytical skills.
  • Familiarity with databases or case management tools (e.g., MiMOSA) is an advantage.
  • Ability to prepare clear and concise documentation and reports.
  • Capable of working collaboratively within a team.

 Languages:

  • Fluency in English, Uzbek (oral and written) is required, Russian is desirable.
  • IOM’s official languages are English, French and Spanish.
