Job Description

World Vision International - Laos (WVIL) has recently been awarded 1,500,000 USD grant from the New Zealand Ministry of Foreign Affairs and Trade (MFAT) Grant, and World Vision International New Zealand to implement the Samoui Nutrition Action Project (SNAP) in Samoui District Lao People’s Democratic Republic (PDR), Commencing on 6th August 2020 to 25th June 2025:

The Project is part of World Vision New Zealand’s regional Program WOVEN (Tui Tuia te Oranga), Wellbeing Outcomes to end Violence, Enable livelihoods and improve Nutrition (2020 – 2025). 

World Vision International Lao PDR’s SNAP Project (Samoui Nutrition Action Project) in Salavan province, supported by the New Zealand Government, aims to create supportive conditions for enhanced household nutrition. The Project will improve nutrition outcomes, particularly for young women and children under five, by addressing key determinants of malnutrition in households in 15 villages in Saravan Province, improving dietary intake, infant and child feeding and care practices, and changed hygiene practices, gender relations at household level and adolescent transition to adulthood. The Project will have a strong focus on the first 1000 days of life which are critical in addressing childhood malnutrition. 

The intended goal of the Nutrition Project is that young children have improved nutritional status. The Project will improve nutrition outcomes, particularly for boys and girls in the 1000 days framework by ensuring; 

  • Improved dietary and care practices among women of reproductive age and children under five
  • More adolescents’ transition to adulthood with improved health, nutrition and equitable gender behaviours
  • Reduced incidence of selected Water, Sanitation and Hygiene (WASH) related illnesses, which contribute to malnutrition
  • Children and their caregivers have improved access to timely, regular, health and nutrition services
  • Improved access to nutritious food year-round. 

The project seeks to hire a Health and Nurturing Care Senior Coordinator who will be Responsible for technical support and leadership for health and nurturing care activities. This position is based in the Saravan provincial office and reporting to the Project Manager – SNAP project (WV).

The Health and Nurturing Care Senior Coordinator will be responsible for:

Technical oversight and coordination of inputs by the Technical Advisors following global standards and expert guidance from World Vision New Zealand Adviser counterparts. The SNAP project technical team is comprised of Project Manager, Gender, Agriculture, Early Childhood Development, Disability Inclusion and M&E. This role will ensure collaborative and integrated technical inputs along with even distribution of technical support across Samoui SNAP project district; and will ensure quality of activities across all outcomes, resulting in an integrated and holistic approach to achieving the project goal. This includes inputs for mainstreaming disability inclusion in Salavan Province for the SNAP Project. Actions include:

  • Manage the SNAP technical team and work closely with the SNAP project Manager
  • Ensure quality implementation of activities according to the SNAP project design and consolidation of quality reporting from the various technical components
  • Oversight of quality monitoring and evaluation of the project ensuring application of identified learnings, appropriateness of approach and verifiable impact
  • Coordination and reporting within World Vision and with SNAP Partners.

Implementation of ‘Sub-Objective 5: Strengthened multi-sectoral coordination and support for SNAP nutrition at district level’ as described in the project document, together with the M&E Manager. This role will ensure capacity building of district government counterparts to coordinate, plan and report on convergent nutrition actions and learnings, in alignment to priorities by respective Provincial Nutrition Committees. Actions include:

  • Coordinate the training for GoL staff from various levels & line ministries on nutrition-sensitive and nutrition-specific actions
  • Support selected planning, monitoring and coordination mechanisms for multi-sectoral convergence approaches addressing Nutrition
  • Support nutrition coordination between sub-national and national stakeholders and partners

Quality communication and reporting for the project for technical outcomes. This role will:

  • Collaborate with key stakeholders working within all sectors covered by the SNAP project including Nutrition, RMNCH, NSA, Gender, WASH and Disability
  • Support the Project Manager SNAP to represent SNAP project at Nutrition, Health, Gender, Disability Inclusion and NSA technical working groups
  • Review all project reports with a technical lens ensuring accuracy of information and data, ensure donor reports represent project outcomes and impact, with accurate data and explanation of application of learnings, challenges and successful outcomes.
  • This position is based in Saravan Province, with frequent travel to the field.

Major activities

Manage technical team

  • Oversee work plans of Technical project officers and ensure quality of all technical aspects of program interventions related to Nutrition/Health, WASH, Gender, Disability Inclusion, Nurturing Care (ECCD), M&E and Economic Development.
  • Back stop SNAP project Manager when required
  • Manage the SNAP technical team (3 direct reports)
  • Project technical staff recruitment
  • Define professional objectives and oversee work plans
  • Assess and support staff
  • Guide, coach, build and strengthen the performance of staff
  • Ensure sharing of expertise of technical advisors across the SNAP project
  • Supervise the proper handling of logistics and transportation of goods and services to field office
  • Ensure all suppliers/vendors are screened through BPS/EPLS
  • Ensure all purchase is compliant to the Grant requirement

Leadership of all coordination activities

  • Plan, direct and implement with operation team all aspects of project implementation related to coordination and technical activities, including ensuring that all Partners and WV meet their obligations under the project, and meet WV, MFAT-NZ compliance standards
  • Ensure quality implementation of activities according to the SNAP project design and for the consolidation of quality reporting from the technical components:
  • Implementation and follow-up of project activities
  • Work across with the Project manager SNAP on coordination and monitoring of activity,
  • Logical Framework Approach (LFA) indicators (Design of sanitary survey…)
  • Activity indicators (Activity Progress Report)
  • Consolidate all the sectorial reporting, ensuring quality of contend and detail of achievement, challenges and lessons learnt with outlined suggestions for improvement
  • Provision of technical guidance and backstopping for PM

Collaboration and Coordination

  • Manage proactive and responsive relationship with Project Partners, Government stakeholders, and other partners in the field, under the direction of the SNAP Project Manager
  • Coordination and reporting within World Vision and with Partners:
  • Liaising with Project Manager and technical departments in NO for support and orientation of the project, ensuring activities are in line with WVL strategy
  • Review and elaborate reports from technical teams during the first month then monthly
  • Consolidate data regarding all activities implemented (use of databases), oversee project assessments and activities follow-up, in coordination with DME
  • Submit report of activities (consolidate all reports related to the five sectorial objectives) following all required donor and Government formats
  • Ensure compliance with donor communication guidelines

Monitoring, Evaluation, Reporting and Communication

  • Establish and maintain effective project reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements. Oversee M&E Staff.
  • Manage MOU budget according to the MOU requirements and template from Lao Government

Financial management

  • Contribute to management of project technical budget within approved spending levels and ensure accurate and timely financial reports to WVNZ, who then submits to the donor. (Technical budget approx. 1,500,000 USD)
  • Budget follow up of technical activities across both projects and coordination activities of SNAP objective 5
  • In close collaboration with the SNAP project manager, operational team and the technical team, follow up the expenses and planning of future spending.
  • Under the guidance of the PM, He/She will be Responsible for the overall guidance on sector implementation budget

Learning Evidence

  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.

Networking and Advocacy

  • Ensure WV is taking a lead role in coordination in the area of implementation, including seeking cooperation for joint advocacy opportunities
  • Objective 6: Relations with local authorities and partners
  • Represent and information exchange with INGO, local NGO and possibly coordination Cluster group
  • Represent WVL with GoL local authorities: oral and written reporting, respect of national guidelines

Education, knowledge and skills

  • Bachelor’s degree (International Development, Public Health, Nutrition, Agriculture, Medical or WASH related)
  • Master’s in Public Health or equivalent
  • A University degree relevant to Integrated Nutrition and 6 years’ experience in community development programs with a focus on Nutrition and Coordination
  • Experience in providing senior technical oversight to Nutrition programs and at least one other of the following technical areas – WASH, Gender, Nutrition Sensitive Agriculture or Economic Development
  • Demonstrated ability to train others, ability to provide technical guidance and support to operation staff on Nutrition and at least one other technical area (WASH, Gender, Nutrition Sensitive Agriculture or Economic Development).
  • Technical training and demonstrate knowledge on Nutrition
  • Knowledge of development work, including program logic, theory of change, monitoring and evaluation and community empowerment.
  • Good understanding of coordination Lao Government policies, laws, and institutions and ability to work together with various stakeholders.
  • Ability to identify and plan work strategically and to work to deadlines.
  • Project management knowledge and skills, with strong organizational, IT, and writing skills
  • Excellent oral and written communication skills in English and Lao.
  • Ability to function efficiently and effectively with little day-to-day supervision.
  • Willingness to travel to the districts and villages on a frequent basis.

Travel and/or Work Environment: Excepted to travel 70% of the time
