OBJECTIVES OF THE PROGRAMME
The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function.
The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.
DESCRIPTION OF DUTIES
- Provides technical leadership and managerial support within the Department in the area of monitoring, analysis and forecasting of health outcomes and determinants at global, national and sub-national levels ensuring that activities in this area are carried out efficiently and effectively.
- Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the monitoring, analysis and forecasting of health outcomes and determinants at global, national and subnational levels for strengthening and improving technical capacity of target clienteles.
- Oversees a unit of technical teams specialized in various domains within their area of expertise, and facilitates the efficient flow of team synergies.
- Manages the programme area in delivering its objectives through efficient managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
- Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.
- Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
- Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the monitoring, analysis and forecasting of health outcomes and determinants at global, national and sub-national levels to position the technical area of work and implementation into Global and/or National policies.
- Represent the programme area of work at various meetings to advocate for best practice in monitoring, analysis and forecasting of health outcomes and determinants at global, national and sub-national levels.
- Perform all other related duties as assigned.
- Develop and implement a renewed WHO vision and strategy on health data analysis.
- Lead WHO's work on monitoring the global health situation and trends, including the production of annual reports such as World Health Statistics and other analytical reports, and the technical function of producing WHO's global health estimates.
- Lead and contribute to the writing and analyses of scientific papers relevant to the WHO priorities in the field of monitoring, analysis, forecasting and predictive analytics.
- Essential: Advanced university degree (Master's level or above) in statistics, epidemiology, demography, health sciences or other disciplines with relevant statistical and data analysis content.
- Desirable: A PhD in one of the above-mentioned fields.
- A minimum of 10 years of professional experience in the management of monitoring, analysis and forecasting of health trends and determinants at global, national and sub-national levels, including experience in the area of health policies and strategies.
- Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.
- At least 5 years of practical experience in management and leadership of teams working on public health or related field.
- Familiarity with and productive contacts with academic and national institutions.
- Concrete skills in the planning and coordination of multidisciplinary public health programmes.
- Strong skills in the area of developing and establishing polices and strategies Excellent skills and ability in managing diverse teams and financial resources.
- Good skills in mobilizing resources.
- Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
- Commitment to collaborate effectively with other key partners in the Health Subject area.
- Excellent knowledge of analytic methods for producing health estimates.
- Excellent knowledge of monitoring inequality in health outcomes and determinants at global, national and sub-national levels.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5767 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
